Eliot Spitzer Loses to Scott M. Stringer in New York City Comptroller Primary Eliot Spitzer lost a bid for political redemption on Tuesday, as he was defeated in the Democratic primary for New York City comptroller by the current Manhattan borough president, Scott M. Stringer. Mr. Spitzer resigned as governor five years ago in a prostitution scandal, and Mr. Stringer repeatedly invoked it during their brief but bitter campaign.
