A government agency with offices in Washington, DC is seeking a full-time or part-time Federal Human Capital Program Manager with significant Foreign Service experience to provide onsite support. The period of performance for this contract is one (1) year with option years to be exercised. The services and staff to be provided under the contract will support Human Resources (HR) operations and strategic human capital planning and management in a broad range of OHR functions in Foreign Service, civil service, and senior executive service program areas. The selected individual will perform the following duties: Provide administrative and performance oversight of the YRCI staff (Performance Management). Professional Development Training Serve as designated human capital Subject Matter Expert (SME). Coordinate/integrate the work of Government-site and Contractor-site staff. Oversee performance of tasks and the provision of deliverables required by the contract, and serve as YRCIs principal day-to-day point of contact to the Contracting Officers Representative (COR), Government Task Manager, and other Government personnel. Ensure that a Monthly Progress Report is submitted outlining expenditures, billings, progress, status, and any problems/issues encountered in the performance of this task.[SM1] Coordinate with the agencys management, through regularly scheduled and ad hoc meetings. Direct, motivate, and guide team members toward mission and goal accomplishments. Day-to-day problem and issue resolution, including quality control. Manage customer relationships and increase Customer Satisfaction: Implement Quality Assurance Mitigate Performance Risk Ensure revenue and P&L management of allocated programs. Hire and terminate employees. Write and conduct performance appraisals. Handle performance and discipline issues. Manage timekeeping and approve PTO. Requirements: 10-15 years of federal HR management experience with an additional 10 years of operational federal HR experience. Expert background in full-life-cycle HR, inclusive of classification, staffing, employee relations, and benefits programs to include work-life programs with knowledge of personnel and payroll processing a plus. Experience managing Foreign Service Personnel (FSP) within a Federal HRO. Demonstrated project management skills/experience and an expert level of proficiency to provide effective and efficient management of day-to day contract operations. Knowledge of human resources and other processes and procedures sufficient to review the adequacy and quality of the Contractors HR work products and other task performance based on requirements of the contract and guidance/direction provided by the COR and Government Task Manager.[SM2] Business Development Support (when required): Responsible for Staffing approach for business developmentopportunities assigned to contract.
