Employment Vacancy CARE International Yemen CARE International is currently seeking an Operations Manager for the INGO Safety Advisory Office (ISAO) to provide safety and security support to International Non-Governmental Organizations (INGOs) working in the humanitarian, early recovery and development sectors in Yemen. INGO Safety Advisory Office (ISAO) Position: Operations Manager Location: Sana’a Project brief: The INGO Safety Advisory Office (ISAO) is a project dedicated to informing INGOs in Yemen on the safety and security context for the protection of their staff and assets and the continuation of programming. There are currently 55 INGOs registered with ISAO and to cater for the needs of our members, ISAO has a main office in the capital Sana’a and a sub office in the southern governorate of Aden. Duties: The operations manager is a new position created to ensure and maintain high standards across all of ISAO’s services, while broadening our network of contacts and being responsible for the conducting or facilitation of trainings and workshops. The position has been created due to the generous funding from the UK’s Department of International Development (DfID or UKAID). The operations manager will report directly to the ISAO project manager. ISAO is hosted by CARE International, though has separate offices in Sana’a and Aden. Responsibilities: Maintain and support the delivery of ISAO services to the INGO community in Yemen through the day to day supervision of ISAO’s regional project officers and operations analysts. • Supervise and provide day to day support to ISAO’s regional project officers (north, central and south) and ISAO’s two operations analysts. Frequent travel to ISAO’s Aden office as well as the governorates of Taiz, Hudaydah, Amran – among other areas is envisaged. • Ensure that ISAO products and services remain relevant, reliable and are delivered in a timely fashion to the INGO community • Develop new products or services with a particular emphasis on social media, GIS mapping and other innovative IT solutions. Develop ISAO’s contextual knowledge base particularly in areas where INGOs are concentrated • Maintain and further develop ISAO’s incident database, road profiling resources and community profiling data. • Develop an analytical framework, specific to INGOs, that would assist organisations to understand the local dynamics. • Deepen ISAO network of contacts with INGOs, UN and other formal and informal structures and organisations Develop and facilitate ISAO’s training mandate to INGOs • Develop, conduct and organise INGO relevant training in the capital and at the sub-national level • Facilitate workshops related to ISAO’s security mandate to INGOs • Manage the tender process, organization and facilitation of external training providers Qualifications and Skills: Required: • University degree in Development, International Relations, Political Science, Journalism, English or an equivalent level of experience in research, INGO programing or security management • 3-5 years working in the humanitarian, development, research or similar such field. Applicants with uniquely a military or police background will not be considered • Demonstrable analytical and report writing skills • Experience in conducting training and facilitation of workshops • Advanced presentation and communication skills Desirable: • Experience of working for INGOs in an insecure context, particularly in INGO programming with an accompanying level of understanding of the humanitarian and development context. • Background in INGO security • Proficiency in GIS mapping programs • Arabic language skills a definite advantage • An understanding of the Yemen context or more broadly the Middle East Interested applicants should send a cover letter and CV (English) by September 20, 2013 to [email protected] with the subject heading ‘Operations Manager ’.
