Energy Efficiency Quick Start Plans – TVA Power Distribution Entities All electric power associations (EPAs) with greater than 25,000 customers were required to submit Quick Start Plans to the MPSC for review and approval per Rule 29. The impacted EPAs that distribute power generated by TVA previously filed requests for waiver from Rule 29. The EPAs also submitted information regarding any current energy efficiency programs offered. These EPAs included: East Mississippi Electric Power Association – Docket 2014-UA-05 Tallahatchie Valley Electric Power Association – Docket 2014-UA-12 Northcentral Mississippi Electric Power Association – Docket 2014-UA-13 Tombigbee Electric Power Association – Docket 2014-UA-14 Four-County Electric Power Association – Docket 2014-UA-15 Central Electric Power Association – Docket 2014-UA-16 The Commission denied the six TVA EPAs Request for Waiver. The Commission also found that the supplemental information previously submitted was sufficient to meet Quick Start Plan program requirements. However, the Commission recommended additional measures, where applicable: Develop and implement an Evaluation, Measurement & Verification (EM&V) program as part of the Quick Start phase Conduct EM&V assessment more frequently Develop three years of projected savings broken down by program Prepare three-year projected budgets broken down by program Provide an update to the Commission of efforts to implement the addition measures as part of the Annual Reporting Requirement filings due May 1, 2015. According to Rule 29.103.2, energy efficiency programs should be capable of being implemented within six (6) months of Plan approval. These EPAs will likely administer their own residential and commercial energy efficiency programs and programs administered through TVA’s EnergyRight® Solutions.
