Energy & Industry Qatarization Award Winners Recognized H.E. Dr. Al-Sada: The development of human capital has never been as important His Excellency Dr. Mohammed bin Saleh Al-Sada, Minister of Energy and Industry, chaired yesterday the 14th Annual Qatarization Review Meeting of the Energy and Industry Sector. The meeting highlighted the sector’s Qatarization strategies and progress in support of Qatar National Vision 2030 and the National Development Strategy 2011-2016. The meeting was attended by H.E. Dr. Issa Saad Al-Nuaimi, Minister of Administrative Development, Professor Sheikha Al-Misnad, President of Qatar University, senior executives from 41 participating companies, and representatives from Qatar’s education community. Speaking at the opening of the meeting, H.E. Dr. Al-Sada said Qatarization was going in the right direction. His Excellency stressed that Qatarization has never been simply about numbers but rather about capabilities, qualification, performance, competence, and productivity. He said: “Our objective is Quality Qatarization, a process which extends from education, to HR policies, training, and career development.” H.E. Dr. Al-Sada asserted that “one cannot overlook the emphasis on the human element in all aspects of our country’s development. In fact, His Highness Sheikh Tamim bin Hamad Al-Thani, the Emir of the Sate of Qatar, made it a point to re-emphasize the importance of that human element. In his first speech to the nation, His Highness stressed that development is ‘first and foremost the development of humans, who are our most valuable asset.’” “The development of human capital has never been as important as it is in today’s competitive world. And if we are to build a knowledge-based economy, we must never lose sight of the human capital value chain, namely recruitment, assessment, training, career development, and retention,” H.E. Dr. Al-Sada said. His Excellency the Minister also called for the development of a capable Qatari workforce through proper education and relevant training. “I would like to reaffirm the need for a responsive educational system that matches its deliverables with the vocational and technical needs of the energy market,” he stressed. H.E. Dr. Al-Sada also called for investing in the education and training of young Qataris, and to keep this objective at the core of corporate social responsibility strategies. He also urged all companies to effectively integrate education in the sector’s initiatives. In support of the human development pillar of the Qatar National Vision, the theme of the meeting, “Engaging Qataris”, was enhanced by the presentation of Mr. Emmanuel Gobillot, who is one of Europes most sought-after leadership speakers. He discussed the strategies and ideas on how to engage employees that could improve company Qatarization plans through sound, practical leadership techniques, which are essential in today’s social media environment and the transformations that are occurring. His interventions focused on creating the capability in companies to deliver results through world-class leadership. This part of the meeting was moderated by Mr. Abdulla Laram, Corporate Training Manager at Qatar Petroleum. During the event, awards were also presented by H.E. Dr. Al-Sada and H.E. Al-Nuaimi to recognize companies that exhibited Qatarization excellence during 2013. The recipients of the coveted Qatarization Crystal Awards were Oryx GTL Limited for Support and Liaison with the Education Sector; Qatargas Operating Company Limited for Supporting Qatarization; Dolphin Energy Limited for Support for Training and Development; Qatar Chemical Company Ltd. for Supporting Student Sponsorships; and RasGas Company Limited for Best Qatarization Progress. Annual Qatarization Certificates were also presented to Qatar Aluminium Limited for Support and Liaison with the Education Sector; Qatar Gas Transport Company Ltd (Nakilat) for Supporting Qatarization; Bunduq Company Limited for Support for Training and Development; and Occidental Petroleum of Qatar Ltd. for Supporting Student Sponsorships. H.E. Dr. Al-Sada and H.E. Al-Nuaimi also honoured Qatar University with the annual “Partnership Award of Appreciation,” which was accepted by Professor Sheikha Al-Misnad, President of Qatar University, in recognition of their active partnership with the sector by exchanging knowledge and expertise and providing a rich resource of Qatari candidates in support of company Qatarization plans. His Excellency the Minister also bestowed special recognition to Dr. Ibrahim Saleh Al-Naimi, President of the Community College of Qatar, Dr. Hassan R. Al-Derham, Vice President for Research of Qatar University, and Hassan Mohammed Al-Hammadi, Executive Director for Human Resources of Qatar Foundation for Education, Science and Community Development, for their contribution to the Qatarization awards process as members of the Advisory Board responsible for winner selection. تكريم الشركات الفائزة في تطبيق خطة تقطير الوظائف في قطاع الطاقة والصناعة الدكتور السادة : تنمية رأس المال البشري لم يسبق أن كانت بمثل هذه الأهمية ترأس سعادة الدكتور محمد بن صالح السادة وزير الطاقة والصناعة، الاجتماع السنوي الرابع عشر لمراجعة خطة تقطير الوظائف في قطاع الطاقة والصناعة، حيث تم استعراض تطور عملية التقطير في القطاع والاستراتيجيات المتبعة بما يسهم في دعم رؤية قطر الوطنية 2030 واستراتيجية التنمية الوطنية 2011-2016. وقد حضر الاجتماع سعادة الدكتور عيسى بن سعد النعيمي، وزير التنمية الإدارية، والدكتورة شيخة المسند رئيس جامعة قطر، بالإضافة إلى عدد من كبار المسؤولين في القطاع وممثلين عن 41 شركة مشاركة ، وعدد آخر من المسؤولين من المجتمع التعليمي في قطر وعدد من كبار الضيوف. وقال سعادة الدكتور محمد بن صالح السادة ، وزير الطاقة والصناعة، في كلمته الافتتاحية بأن عملية تقطير الوظائف تسير في الاتجاه الصحيح . وأكد سعادته بأن عملية التقطير هي ليست مجرد أرقام بل إنها عملية تركز على القدرات والنوعية والأداء والكفاءة والانتاجية . وقال سعادته : هدفنا هو التقطير مع النوعية، حيث تمتد هذه العملية من التعليم لتشمل سياسات الموارد البشرية والتدريب والتطوير المهني. كا أوضح سعادته بأن أحدا لايمكنه أن يغفل أهمية التركيز على العنصر البشري في كافة جوانب مسيرة التنمية في بلدنا. وقد أكد حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني، أمير البلاد المفدى، على أهمية التركيز على هذا العنصر البشري، مشددا على أن التنمية انما هي أولا وقبل كل شيء تنمية الإنسان، فهو ثروتنا الأهم . وقال سعادة الدكتور السادة : إن تنمية راس المال البشري لم يسبق أن كانت بمثل هذه الأهمية الآن في عالم اليوم التنافسي، وحتى نتمكن من بناء اقتصاد مبني على المعرفة فإن علينا الحرص على سلسة القيمة لمتطلبات راس المال البشري وخاصة التوظيف والتقييم والتدريب والتطوير المهني والاحتفاظ بالكادر اللازم . ودعا سعادته إلى تطوير قدرات قوة العمل القطرية من خلال توفير التعليم الصحيح والتدريب المناسب . وقال سعادته : أود تأكيد أهمية توفير نظام تعليمي مرن تطابق مخرجاته الاحتياجات المهنية والفنية لسوق الطاقة . ودعا سعادة الدكتور السادة إلى الاستثمار في تعليم وتدريب الشباب القطري، والحرص على أن يشكل ذلك ركنا أساسيا في صلب استراتيجيات المسؤولية الاجتماعية، كما حث كافة الشركات على أن يشكل التعليم جزءا هاما في برامج ومبادرات القطاع. ودعماً لقواعد التنمية البشرية في رؤية قطر الوطنية، قام المتحدث الضيف السيد إيمانويل غوبيلوت، وهو أحد أهم المتحدثين في مجال القيادة في أوروبا، بتعزيز شرح شعار الاجتماع مشاركة القطريين. حيث عرض بعض الاستراتيجيات والأفكار حول كيفية إدماج الموظفين ومشاركتهم فيما يضمن تحسين خطط التقطير من خلال وسائل تقنية منطقية وعملية في مجال القيادة والتي أصبحت ضرورية للغاية في بيئة التواصل الاجتماعي والتغيرات الحاصلة في يومنا هذا. وقد تركزت مداخلته على تأمين الظروف المناسبة في الشركات للحصول على النتائج المرجوة من خلال مفهوم القيادة على المستوى العالمي. وقد تم تنسيق هذا الجزء من الاجتماع من قبل السيد عبد الله لارام مدير إدارة التدريب في قطر للبترول. وقد قدم سعادة الدكتور السادة وسعادة الدكتور النعيمي الجوائز للفائزين في العام 2013 حيث حصلت شركة أوريكس جي تي ال على جائزة التقطير الكريستالية لدعم قطاع التعليم والتنسيق معه. بينما فازت شركة قطر غاز للتشغيل بجائزة دعم التقطير، وشركة دولفين للطاقة بجائزة دعم التدريب والتطوير، وشركة قطر للكيماويات بجائزة دعم ورعاية الطلاب ، وشركة راس غاز بجائزة أفضل تطوّر في عملية التقطير. هذا وقد وزعت شهادات التقدير السنوية لشركة الومنيوم قطر لدعم قطاع التعليم والتنسيق معه، وشركة قطر لنقل الغاز ( ناقلات) لدعم التقطير ، وشركة البندق لدعم التدريب والتطوير وشركةاوكسيدنتال بتروليوم لدعم ورعاية الطلاب. وقد كرم سعادة الدكتور السادة ومعه سعادة الدكتور النعيمي أيضاً جامعة قطر بجائزة تكريم الشراكة لشراكتها الفعالة مع القطاع من خلال تبادل المعرفة والخبرات وكونها كانت مصدراً غنياً للمرشحين القطريين دعماً لخطط التقطير في الشركات. وكرّم سعادة الدكتور السادة أيضاً الدكتور ابراهيم صالح النعيمي رئيس الكلية الاجتماعية في قطر، والدكتور حسن الدرهم نائب الرئيس لشؤون الأبحاث في جامعة قطر، والسيد حسن محمد الحمادي، المدير التنفيذي للموارد البشرية في مؤسسة قطر للتربية والعلوم وتنمية المجتمع ، لمساهمتهم جميعاً في إنجاح مسار جوائز التقطير بصفتهم أعضاء المجلس الاستشاري المسؤول عن اختيار الفائزين.
