Entrenched bureaucracies can evolve in both government and private sector corporations. They can form a corporate culture that fails to meet the goals and is toxic to workers and customers. When that happens, the company needs to purge and theres no better way than bringing in a talented outsider to serve as change agent. The Kryptonite for a failing bureaucracy is speed in implementing a brilliant plan. It takes guts and support, but those two components make a powerful mix. The change agent must be firm but also kind, I need you to do this, in this particular way, by Thursday, or Ill find someone who will. That degree of firmness is required, but then you do everything possible to support them as they move toward implementing the change successfully. Do that and the entrenched bureaucracy is very quickly broken. Do it not, and the bureaucracy will swallow you up and spit you out.
