Entrepreneurship in the Southern Mediterranean: ETF assesses progress A review by the European Training Foundation (ETF) of progress in promoting entrepreneurial learning and skills for small enterprises in the EU’s Southern Neighbourhood underlines both challenges and opportunities for the countries in accommodating the human capital dimensions of the Small Business Act for Europe. The assessment underlines how the promotion of entrepreneurship remains weak in general education, particularly on how entrepreneurship is promoted as a key competence, but points to more promising developments at vocational and tertiary level. Training opportunities for small and medium-sized enterprises (SMEs) have increased in all countries, particularly on access international markets, but policy development is still weak. More developed cooperation between business, government and the training community is important to improve quality of human resources in SMEs and improve competitiveness and employment potential.
