Description: ConocoPhillips is building a team of highly qualified and experienced professionals to manage an aggressive exploration program in deepwater Gulf of Mexico (DWGOM). The company holds licenses to over 300 deepwater blocks in the Gulf of Mexico where permitting efforts are progressing with drilling that began in 2013. The contribution of an experienced HSE professional in the role of Environmental and Permitting Specialist will be critical to the success of this deepwater program The focus of the position will be on providing environmental, regulatory and permitting support for all aspects of DWGOM Exploration and Wells (including early surveys, seismic and well planning/operation) and on ensuring compliance with internal and external environmental and regulatory requirements during operations. The individual will ensure DWGOM Exploration and Wells projects are in adherence with Company HSE and sustainable development (SD) governance, standards and positions and US and applicable international regulatory requirements. Primary job functions include coordinating development, submission and successful approval of Exploration Plans, Environmental Impact Assessments and other permitting requirements, assist in environmental vetting and management of contractors providing services for any pre-drill activities, ensuring compliance and reporting for all environmental regulations during operations, ensuring full environmental alignment between the Gulf Coast Business Unit HSE management system and the US Federal Safety and Environmental Management System (SEMS) requirements, providing environmental support to any HSE due diligence requirements for other COP investment decisions including non-operated wells and lease sales, representing the company in DWGOM industry associations as appropriate, and provide support to the development of a sustainable development program appropriate for the deepwater GOM exploration program. This person will report to the Environmental & Permitting Lead, DWGOM HSE. Primary interfaces for this individual will be GOM Exploration, Corporate HSE, Lower-48 GOM operations, other GOM operator peer groups, outside contractors and regulatory bodies. Responsibilities may include: Proactively support and provide guidance for Deepwater GOM on Environmental, SD and Stakeholder Engagement (SE) issues Scoping and managing all environmental permitting required for exploration activities including Environmental Impact Assessment, Exploration Plan and Oil Spill and Emergency Response Plan, in accordance with GOM regulations Interface with the GOM regulators including the Bureau of Ocean Energy Management (BOEM), Bureau of Safety and Environmental Enforcement (BSEE), EPA, NOAA and USCG as it relates to exploration project Ensure compliance with all environmental permitting and regulatory requirements (i.e. EIA, EP, APD, APM, EEP, GOADS and NPDES) Proactively participate in regulatory and industry meetings and workshops relating to environmental matters in the GOM Responsible for ensuring environmental governance is included in contracts, agreements and joint ventures (if applicable) Ensuring the Contractor HSE Standard is implemented for contractors conducting surveys and other activities in support of permitting (if applicable) Ensuring all company positions are addressed during the early stages of the project including SD Scorecard, climate change and water use issues, stakeholder and community issues and social performance planning Fostering an environment of knowledge sharing among the HSE community and business partners to drive continual improvement Providing guidance to primary contractors to insure compliance with COP’s environmental/SD governance Provide environmental support to any HSE due diligence required for investments related to deepwater exploration including non-operated wells and lease sales Training and support for DMGOM personnel in environmental, regulatory and policy compliance Preparation and submission of internal and external reports and related documentation, including formal presentations as required Desired Skills and Experience Basic/Required: Legally authorized to work in the United States Bachelor’s Degree in Engineering, Safety, Environmental Sciences or other related discipline 5+ years’ experience as an HSE professional Preferred: Experience in Gulf of Mexico (GOM) deepwater drilling Knowledgeable with GOM offshore HSE regulations Working knowledge of sustainable development as it applies to deepwater exploration Ability to interface with Corporate HSE, government and industry on environmental issues Bachelor Degree in Safety, Environmental, Environmental Engineering, Technology or other related discipline Demonstrated ability to accomplish results under pressure while remaining flexible to rapidly changing conditions and priorities Excellent written and verbal communication required Must exemplify ConocoPhillips core values Ability to process information and make decisions under stress Strong team player with an ability to carry out assignments with minimal guidance while possessing the ability to participate in and influence team decisions Experienced and knowledgeable in ConocoPhillips businesses and business processes Functional expertise in general environmental disciplines with specific knowledge of air, energy efficiency, waste and water management issues and sustainable development Ability to solve broad range of complex problems Ability to utilize approaches that require innovation and change Incorporates business risk in analysis of alternatives Understands cost versus benefit analysis Strong networking skills Must be able to identify and effectively utilize resources Must work effectively within teams and within diverse work groups internally and externally Effective listening skills Project management experience Accepts ownership & accountability for delivering on commitments In order to be considered for this position you must complete the entire application process, which includes answering all prescreening questions and providing your eSignature on or before the requisition closing date of October 30, 2013.
