Equality in employment? What a pipe dream The proposal by CORD Referendum machine that seeks to enshrine in the Constitution the requirement that quotas in public service be reserved for ethnic and racial minorities and capping the number of State officers allowed for any single ethnic community is good proposal but a pipe dream in the Kenyan context. The example of Malaysia where they fought ethnicity and tribalism successfully by enshrining employment quota rights for ethnic communities in the constitution comes to mind. However, it is one thing writing a good constitution and another in implementing it. As long as the voting system remains a preserve of those with tyranny of numbers, this proposal even if enshrined in the constitution shall remain still-born and a pipe dream; For constitutions can only be as good as the men and women who use them.
