Established Board of Supervisors: CC: Shelter Managers of California, Senators and Congressman of California We the people of the United States and California have seen eleven specific dogs, along with 996 dogs in August alone that were euthanized and mismanaged by the Baldwin Park shelter during September and November, 2014. These particular cases are representative of Pat Claerbout’s mismanagement and portray only some of her malicious practices. The pattern at Los Angeles County’s Baldwin Park shelter is to label dogs as having behavior problems as a reason to euthanize them. The dog’s kennel card will say “aggressive,” “fearful,” or “behavior.” Once labeled, the dog’s chance of leaving the shelter alive drops rapidly. This shelter has the highest kill rate in Ca, maybe in the country. Every day at Baldwin Park shelter, as friendly and adoptable dogs come into the shelter only to become scared and traumatized after a couple of weeks. We know of so many dogs that this has happened to. They have bad evaluations and are pushed towards the back labeled as not adoptable and await a sad, slow, death. Mislabeling dogs as “aggressive,” “timid” or “scared” is Ms. Claerbout’s excuse for euthanizing, whereas there is documentation, including video which disproves her claims. The dogs we were fortunate enough to save are adoptable, very friendly, and not “aggressive.” Clearly her experience is just to put down as reflected in the two shelters she worked in before. The numerous inconsistencies make this administration suspect in the eyes of the public and the rescue community. Pat, the manager, has also had dogs killed before the promised due date out, even though she was aware there was rescue in place. We have emails to prove these allegations. Furthermore, on Oct. 12, 2014, there was a huge adoption event. Only six dogs were brought to the event. It was reported that only one large dog was taken to the event, the rest were small dogs and a few of them were sick. If an approved rescue adopted out sick dogs they would be closed down by state guidelines. United Hope for Animals (UHFA) is an all-volunteer, non-profit organization that supports rescue, spay/neuter and networking of shelter pets. Through its Shelter Support Program, the volunteers photograph and video shelter pets to increase their chances of adoption. Efforts to save these animals go challenged by the management and road blocks are put in place so the killing may continue. The system is broken and needs to be fixed. Many more dogs could be saved if it were for better management. We believe there is a better candidate to manage Baldwin Park shelter than Pat Claerbout. The public demands a change in the Los Angeles County’s Baldwin Park shelter’s management. We, who are the voice of these dogs, will continue speaking out until this system is changed. We will pursue every avenue as our Congressman and Senators are aboard. Do the right thing, make the changes needed. The People of California and the United States……
