Estimados Clientes y Amigos : Por este medio me permito Informarles acerca de un nuevo Impuesto al Transporte VAT ( Value Added Tax) del 6% , que entra en vigor a partir del 01/AGO/2013., el fundamento de este Impuesto es por que cuando se paga en Origen ( China ) , es un ingreso, recomiendo que antes de decidir comprar C.F., C.I.F. , comparen contra precios FOB y coticen el flete por separado y que sea pagadero en México. Dear All, The topic of taxes (VAT) applicable to ocean freight has been long debated in China, following the successful implementation of VAT on local charges a couple of years ago. The rationale is the same; the authorities believe that ocean freight paid in CHINA, to local agents or shipping Lines representatives, is an income and as such should be subject to tax. Over the last couple of months the Shipping Lines and also other sectors within the Transportation Industry have been lobbying with Finance Minister to prevent the implementation of this measure, however in spite of the opposition the government has decided to put into practice, the application of 6% VAT on services rendered in CHINA effective AUGUST 1st 2013. This would apply not only to ocean freight but also airfreight, courier and in general all services rendered in China. There is still a lot of confusion in the market but the measure has been enforced by the government and the shipping lines are expected to send the first report of taxes collected in the month of September 2013. Some Shipping Lines are of the opinion that such unpopular measure will not last for long, but it is yet too premature to reach such conclusion. In my opinion it won’t be easy to make the government backup but that will very much depend on how the Chinese Economy is impacted, if at all affected. One of the most immediate reactions would be to pay the ocean freight abroad, which will give the shippers and producers less influence in the freight, being an important cost component. I believe that there will be more CIF business transfer to destination control to avoid paying tax. In summary, the ocean freight paid in CHINA will be subject to 6% tax, so either you transfer to the clients as a statutory imposed charge by the government or pay abroad. It is also worth saying that paying in a THIRD COUNTRY is allowed but chargeable, the fees vary from country to country. Should you have any inquiries, pls do not hesitate to call me Best regards
