European Commission sets out case against Amazon The European Commission has published reasons for its belief that the Luxembourg government offered unfair tax concessions to the online retailer Amazon to persuade it to set up its European headquarters there. The Commission considers that the cosmetic transfer pricing arrangements approved by Luxembourg allowed Amazon to exaggerate the value of its royalty payments to overseas affiliates.
