Evangelists are for the local church. Realize that not everyone is truly saved in a local church. In a local church you could have a married couple where only one of the spouses are saved. You can also have children of saved couples that grow up in the church that are not truly saved. Also, I have experienced that many people that come to church believe they are saved until they realize what the Bible really teaches about salvation by being taught verse by verse, vhpter by chapter. Evangelists also do much soul winning and street preaching to add new converts to the local church. When a Evangelist preaches a revival that revival is not to fill the church with sinners to preach to, but to revive the saints to have closer walk with the Lord. Psalm 85:6 Wilt thou not revive us again: that thy people may rejoice in thee? Ephesians 4:10-12 (KJV) 10 He that descended is the same also that ascended up far above all heavens, that he might fill all things.) 11 And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; 12 For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ:
