Com No. of NSD/PIB/Information/Releases used: Four RBI Aijaz Weather Ansari Giving a boost to its ties with the fastest growing Latin American country, India has signed four agreements with Peru including one on defence cooperation and another on establishment of a Joint Commission. The two other agreements are on exchange programme in the field of education and another letter of intent for cooperation in the field of culture. These agreements were signed yesterday at the end of Vice President Hamid Ansaris three-day visit to the Latin America country. Peru also came out in support of Indias claim for permanent membership in an expanded UN Security Council. The two countries also asserted that terrorism cannot be justified in any form for any cause or for any reason. Seeking to give a major economic thrust in its ties with the energy and mineral rich country, Vice President also launched the Indian Chambers of Commerce (INCHAM) that will facilitate Indian trade and industry to do business in Peru and other countries of Latin America. Ansaris visit to Peru came at a time when both countries are celebrating the 50th anniversary of the establishment of diplomatic relations between them. As part of the celebrations, Ansari inaugurated the Festival of India in Lima (Peru) Antony-Situation The situation along the Line of control and the international Border which have been witnessing frequent ceasefire violations came up for a review at a high level meeting headed by the Defence Minister A.K. Antony in New Delhi yesterday. The meeting was attended by National Security Advisor Shivshankar Menon, Defence Secretary R.K.Mathur and three service Chiefs. During the one hour meeting Antony was briefed by the army about the steps taken by it in the situation and its ways of handling ceasefire violations by the Pakistan Army. This is the first high level review meeting chaired by the Defence Minister after 15 days operation by the Army last month in Keran Sector . Mufti The frequency of ceasefire violations along the border suggests that the decade-old truce is all but crashing. This was stated by PDP chief Mufti Mohammad Sayeed while addressing a public meeting in Srinagar yesterday. He said that the message has to go across to Pakistani leadership to spare the state and the region of any fresh adventures. He said that PDP has decided to take out a peace march on November 4 in Srinagar. The PDP patron said the rising tension along the LOC and international border with Pakistan has been causing very serious concern in entire state. Mufti said that many frontier villages have already borne the brunt of renewed acts of hostility and there have been reports of migration, injuries and deaths as a result of firing and shelling. Sayeed said that people of the state had looked up to the Manmohan Singh-Nawaz Sharif summit in New York with great hope for revival of peace process but unfortunately, the meeting failed even to restore normalcy on the borders. Sayeed also said the time has come for revocation of Armed Forces Special Powers Act (AFSPA) in Jammu and Kashmir as militancy has reduced substantially compared to 1990s, when the controversial act was first extended to the state. Army-Jammers With increasing threat of remote controlled IEDs being used by militants to target security forces in Jammu and Kashmir, Army will procure the latest radio and cell phone jammer systems to check such attacks on its personnel in the state. A Request for Proposal (RFP) tender was issued recently by the General Officer Commanding-in-Chief, Northern Command, for procurement of 22 Sakriya Radio and Cell Phone Jammer Counter IED systems for the army units deployed in the state. According to a senior Army officer these counter IED jammers will be put to use for service deployment and operational usage for quick reaction teams, VIP protection vehicles, convoy escorts, movement of troops and counter insurgency operations the jammers would have a weight of 80 kg along with its Batteries. Bombs-Border Two bombs, which apparently had been fired earlier and were lying around for some time, exploded today near two Border out Posts in Kanachak belt of Jammu today along the International Border in Jammu frontier, triggering panic among the residents. The blasts took place near Border Out Posts (BoPs) -- Beli Azmat and Gole Pattan -- but no casualty has been reported . According to a BSF officer hundreds of shells of 61 mm and 82 mm mortars besides, rockets have been fired by Pakistani troops on Border Out Posts and civilian villages along the 198 km-long International Border in Jammu frontiers from October 14-25 in which 2 jawans and 32 people including 17 civilians were killed. Some of the shells of these ammunition are still lying hidden in the area. IAF-Chief Air Marshal Arup Raha, an ace fighter pilot, will be the next Air Force chief succeeding incumbent Air Chief Marshal NAK Browne who is retiring on December 31. Born on December 26, 1954, 59 year-old Raha is expected to have a tenure of three years as the Chief of Air Staff. Commissioned on December 14, 1974 in the fighter stream of the IAF, Raha has held various command, staff and instructional appointments in his 39-year-old career. He has also served as Air Attache at the Embassy of India in Ukraine. Besides various technical courses, Raha has done Strategic Nuclear Orientation Course and Junior Commanders course. He has commanded Central Air Command and Western Air Command. Mars Mission Countdown for Indias Mars Orbiter Mission (MOM) starts on Sunday as ISRO gears up for the countrys first inter-planetary venture, a shining star in the countrys space programme. The launch of Mars Orbiter spacecraft is scheduled on November five at 2:36 pm IST onboard PSLV-C25 from Satish Dhawan Space Centre SHAR, Sriharikota . Bangalore-headquartered Indian Space Research Organisation also plans to undertake a launch rehearsal on Thursday (October 31). MOM is a Rs 450 crore mission -- Rs 110 crore for building PSLV-C25 that would launch the Rs 150 crore spacecraft, with the remaining amount spent on augmenting ground segment, including those required for deep space communication. Once launched, the spacecraft would go around the earth for about 25 days before embarking on November 30 some 300-days voyage to Martian orbit where its planned to reach in September 2014. RBI The Reserve Bank of India, RBI today hiked the short-term lending (repo) rate by 0.25 per cent to 7.75 per cent. The RBI Governor Raghuram Rajan brought down the cost of short-term funds for banks by slashing the marginal standing facility (MSF) rate by a similar quantum to 8.75 per cent. The central bank reduced the growth forecast for the current fiscal to 5 per cent from 5.5 per cent projected earlier. Economic growth fell to a decade-low of 5 per cent in the previous financial year. The RBI left other rates unchanged, such as the cash reserve ratio at 4 per cent, and Mandatory holdings in government securities and other liquid assets as a solvency measure (SLR) at 23 per cent. However, the Governor doubled the borrowing limit of banks against their cash positions or Net demand and time liability (NDTL ) to 0.5 per cent for both 7-day and 14-day repos, with immediate effect to increase liquidity in the system. Rail Corporation Rail Minister Mallikarjun Kharge has called for using latest technology to ensure high speed rail travel in the country. He asked experts to suggest what best can be done to achieve 160 to 200 kilometers per hour speed in the existing railway infrastructure with marginal inputs. Mr Kharge was speaking at the 2-day International Conference on High Speed Rail Travel - Low Cost Solutions in New Delhi today. The Minister also formally launched the High Speed Rail Corporation of India Limited, a subsidiary of Rail Vikas Nigam Limited. Sharma Vice Chairman, J&K State Kissan Advisory Board and MLA Nowshera Constituency, R.S. Sharma has called upon the Chief Minister, Omar Abdullah to personally intervene in getting a special package from Union Government sanctioned for one time permanent settlement of border migrants of Nowshera. In a statement issued today, Sharma demanded that over 2,200 border migrant families of Nowshera be settled at safer places and they be given compensation and financial assistance. Expressing concern over frequent ceasefire violations and firing by Pak Army and targeting civilian population , Sharma conveyed his gratitude to Army and para-military forces for giving befitting reply to Pak Army and in safeguarding our borders with courage and bravery. CEASEFIRE VIOLATION- Pakistan once again violated ceasefire by resorting to unprovoked firing along the Line of Control in Poonch district of Jammu division today. Defence Spokesman Col. R. K. Palta told AIR Jammu Correspondent R.K.Raina that Pak troops targeted Indian forward posts in Gambhir Battalion area of Bhimber Gali in Poonch district . The firing started at about 5 a.m today and continued for almost two hours. Pak troops used small and automatic weaponry to target Indian forward posts. Indian troops guarding the borderline retuned the fire effectively to silence the Pak roaring guns. No loss of life or injury to anyone was reported from this side. Meanwhile, General Officer Commanding 16th Corps Gen. D. S. Hooda has said that nearly 300 terrorists are waiting at over 40 to 45 training camps on the other side along the line of control from Akhnoor to Poonch sector while terror infrastructure is intact in Pak Occupied Kashmir areas. He said that the number of infiltration attempts have increased considerably along the line of control adding that terrorists continue to get support from Pakistani Army. Gen. Hooda dismissed the apprehension of the people about the possibility of conversion of skirmishes between the India and Pakistani troops along the Line of Control and Intelligence Bureau into a full- fledged war. Flag Meeting: Source: PTC Amid repeated ceasefire violations along the international border, the border guards of India and Pakistan today held a flag meeting at Octroi Post of R. S. Pura sector in Jammu district. AIR Samba Correspondent quoting a senior BSF Officer reports that the flag meeting began at around 11.30 am and continued for over two hours. The meeting was DIG level and was represented by DIG BSF, Varinder Singh, DIG BSF, J.S. Singhla and DIG of G-Branch, Tarvinder Park from Indian side. In the meeting, the BSF authorities lodged protest with Pakistan Rangers over heavy shelling and firing on border posts and civilian areas since October 14. Earlier, the flag meetings could not take place on October 18 and 20 as Pak troops did not turn up for it. Our Correspondent reports that Pakistani Rangers as usual have yet again denied of initiating the unprovoked firing and instead, put blame on Indian side for violating ceasefire. However, it was decided in the meeting that in view of standing crops on both the sides of fence, no firing will take place and farmers will be allowed to work in their fields. The meeting discussed in detail the arrangements for the smooth conduct of Gurupurab falling on November 17, 2013. It was informed in the meeting that the main function will be held at Gurudwara Shri Guru Nanak Devji near Gummat Bazaar. The Divisional Commissioner said that necessary instructions would be issued to all the concerned departments to ensure all arrangements well in time for the smooth celebrations of Gurupurab. He said that two core programmes of State Government’s developmental agenda are National Rural Health Mission (NRHM) and Sarva Shiksha Abhiyaan (SSA) under which the Centre Government has made massive and unprecedented investments to strengthen and expand health and educational systems. Div Com – Migration: Source: Correspondent Over 600 people living along the Indo-Pak border in Jammu frontier have been shifted to safer locations following the intense shelling by Pakistan during the last fortnight. This was stated by Divisional Commissioner Jammu, Shantmanu in Jammu today. He said that these migrated people have been housed in community centres at places out of the shelling range and are being provided with other facilities. He, however, added that it is not a mass migration, but a mere shifting from the villages in view of the panic created by Pakistani shelling. During Minister’s interaction with the people, panchs and sarpanchs of the area put forth their demands which are mainly related to provision for road connectivity to the area, upgradation of medical facility, opening of new and up-gradation of existing government schools, besides provision for electricity supply. The Minister assured people for early completion of all development works and also assured that the demands projected by them would be met in a phased manner.
