According to police sources, Talib Lali, believed to be the longest surviving ultra in Kashmir, was arrested from his native Ajas area in Bandipora district , following a brief shoot out with security forces. The security forces launched a cordon and search operation in Ajas area this morning after receiving inputs that some topHizb militants were present there. Lali was active for the past at least 15 years and had risen through the ranks to be among the top hierarchy of Hizbul Mujahideen in the Valley. Two of this associates -- Abdul Rashid Lali and Showkat Ahmad Mir -- were also taken into custody by the security forces after the shootout. Some arms and ammunition have been recovered from the scene of the shootout but no one was hurt in the exchange of fire. The trio has been whisked away to an undisclosed location for questioning .PM-G20Prime Minister Dr.Manmohan Singharrives in St. Petersburg this evening to attend the eighth G20 Summit tomorrow. India has already underlined its priorities by emphasing the need for an orderly exit from the unconventional monetary policies being pursued bythe developed world for the last few years, so as to avoid damaging the growth prospects of the developing world. Dr. Singh said the G-20 should focus on job creation and promote investment in infrastructure as a means of stimulating global growth. He said when organizations, institutions and othersectors related to public and the State are transparent and accountable before the masses, therule of law and justice will flourish and prevail. He said that political parties should have no objection in this regard. Addressing the Annual National Convention on RTI Act organized by National Right to Information Commission in New Delhi yesterday, the Chief Minister said that with the implementation of the Act the people have become empowered to see, check and inspect any information which does not come under the exemption list,as such, the Government and governance have come under the scrutiny of most important stakeholder-public. Referring to theState Right to Information Act, the Chief Minister said that State Information Commission was fully functional by appointment of Chief Information Commissioner and the two Information Commissioners in 2011. He said adequate staff and logistic support has been provided to the Commission as per its requirements. The Chief Minister said that the response of the general public seeking information under the Act has been very encouraging which is reflected in the number of applications received under the Act. He appreciated the functioning of StateInformation Commission and said that the Commission has strengthened the implementation of the Act and has created good public awareness about the use of RTI Act provision to seek information from the government departments.Evening News Bulletin—September4, 2013Taj-FSBDescribing the recently enacted Food Security Bill as a landmark step to alleviate poverty in the country, Minister for Medical Education, Taj-Mohi-ud- Din has said that the move would enable people living below poverty line to have decent two square meals . Addressing a public meeting at Polo-ground in Srinagar yesterday, the Minister said the enactment of the historic legislation showed the keenness and resolve of the centralleadership to take people of the country on the higher planes of progress, prosperity and development. The Minister said many revolutionary steps and big ticket projects are under execution in the State which would give J&K a turnaround and pace up its economy and social standards. He said at present projects and programmes worth Rs. 38, 000 crore are under implementation in the State.Sagar-NBAThe Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar has directed the officers to complete the target of 2.41 lakh Individual House Hold Latrines (IHHL) set for the current year under Nirmal Bharat Abhiyan (NBA). The Minister was addressing officers during a review meeting convened to discuss the status of implementation of NBA in the State. Director Rural Sanitation, District Panchayat Officers of different districts and other senior offices of various departments were present in the meeting. The Minister asked the officers to speedup the implementation of this flagship programme of the department, which would go a long way in ensuring that the hygiene and other related things are maintained in rural and far-flung areas of the state. He directed concerned authorities to identify the land and prepare DPRs. He also inspected the pace of progress of under construction Primary Health Centre ((PHC)building,Seri, coming up at an estimated cost of Rs. 1.44 crore and directed concerned executing agency for its time boundcompletion. During the inspection the Minister directed the concerned authorities to ensure all facilities to the patients as well as pregnant mothers and neonates. He underscored the need of propersanitation in and around the hospitals and instructed for holding of RKS meetings regularly in consultation with local MLAs for arranging repairs and purchase of day to day essential items for use in the hospitals. In this Connection State, District and Town level Committeeshave been constituted for smooth conduct of the survey. Director General J&K Economics & Statistics who is the State Nodal officer for Manual Scavenger Survey has askedall the stakeholders including Manual Scavengers to cooperate with the field staff so that reliable data could be captured during the aforesaid survey. This was decided at the meeting of the Cabinet Committee on Economic Affairs, CCEA, chaired by Prime Minister Dr Manmohan Singh in New Delhi yesterday. Rajan assumes charge amidst extremely difficult pressures on the external front which areresulting in the rupee getting battered to become one of the worst hit currencies globally .DBTL-LPGAfter the success of the pilot programme in 20 districts, the scheme to pay domestic cooking gas (LPG) consumers cash subsidy will be extended to 289 districts in the country by January 1. Under thescheme, Rs 435 is deposited in bank accounts of household LPG consumers in advance so as to help them purchase a 14.2-kg LPG cylinder at market price, which is more than double of Rs 420 per bottle rate in Jammu. The moment the refill is bought, the subsidy prevalent on that day will be credited to Aadhaar-linked bank account of LPG consumer for another cylinder. In all, cash subsidy is provided for nine refills in a year under the Direct Benefit Transfer for LPG (DBTL) Scheme. The DBTL in 54 districts currently covers 21.9 million LPG consumers and as much as Rs 222 crore subsidy has been transferred through 5.3 million transactions into the bank accounts of the LPG consumers so far.Evening Gojri News Bulletin—September 4, 2013Headlines:1.
