Exchange Program Spotlight: Fulbright Foreign Student Program Throughout International Education Week (November 17-21), the U.S. Embassy will highlight a different U.S. government-sponsored exchange program each day! We will start with the oldest and most famous (and most competitive) of all of our exchange programs -- the Fulbright Foreign Student Program, which was started in 1946. The Fulbright Foreign Student Program enables graduate students from abroad to study and conduct research in the United States at U.S. universities or other appropriate institutions -- usually for two years. In Cambodia, the application period begins around June, approximately 15 months before the beginning of the academic program. There are currently 14 Cambodians participating in the Fulbright Foreign Student Program in the United States. Sivhoang Chea from Phnom Penh is a recent graduate from the University of California, Los Angeles. According to Sivhoang: Through the Fulbright program I obtained my Master degree in Law (LL.M) in 2014, specializing in international law. Two years ago, I had a career dream to participate in finding justice for Cambodian people who have suffered under the Khmer Rouge Regime. Two months after graduation, I was employed as an associate legal officer in the Trial Chamber at the Khmer Rouge Tribunal. Without the Fulbright program, I would not have achieved the dream I once had!
