Exiled oppositionist declares launching “color revolution” in Uzbekistan Ferghana Oppositionist Bakhodir Choriyev,the leader of the Birdamlik Popular Democratic Movement,announced launching a “color revolution” in Uzbekistan. Mr. Choriyev is based in the United States and announced the event on the movement’s website. Mr. Choriyev is known for his several statements about protest rallies in Uzbekistan ranging in scope from distribution the Uzbek constitution to massive complaints lodged with the Supreme Court of Uzbekistan. But Mr. Choriyev’s attempts did not gain traction inside Uzbekistan. But,as a truck driver,his rally in front of the Uzbek Embassy in Washington D.C. was quite noticeable. Now Mr. Choriyev declares that “getting rid of the dictator Karimov” is necessary not only for his movement,but “it is necessary for everybody [in Uzbekistan] and achieving this must be the most important task for all of us.” In a videotaped statement,Mr. Choriyev has elaborated on a thre-stage “color revolution” in Uzbekistan. First:Birdamlik will inform all Uzbek citizens on the movement’s plans and programs,will campaign to recruit massive membership for the opposition movement,will constantly hold rallies,street marches and mass events. Second:Mr. Choriyev proposes holding campaigns to “transitioning state employees onto popular governance.” “Causing no damage and inflicting no humiliation,allowing authorities to remain in power if they are inclined toward the population [presumably in opposition to the incumbent central authorities]. Local populations will decide that at their respective locales. Having established the Movement’s influence and popular governance,attention will be fully concentrated on the Oq Saroy [the president’s residence and office in Tashkent] for toppling the dictator Karimov. I am certain that by that time the dictator Karimov will flee the country or he will be arrested by the population,” Mr. Choriyev says. Third:Birdamlik plans to form a Transitional Government,which will be tasked with preventing anarchy,carrying out reforms,registering parties,holding elections,and retrying all prisoners imprisoned on politically and religiously motivated charges for releasing them from prisons as soon as possible. At this point,Birdamlik will be transformed into a political party and will participate in free and democratic elections along with other parties. Birdamlik emphasizes that it urges the population to wage a non-violent resistance. He asked everybody to “watch the press and the Internet,” promising he would soon provide additional information.
