‘Expedite Indo-Naga talks, offer settlement at the earliest’ DIMAPUR, JULY 5 (MExN): The Political Affairs Committee (PAC) of the ruling Democratic Alliance of Nagaland (DAN) has called upon the negotiating parties of the ongoing dialogue, especially the Government of India, to expedite the negotiations and make the offer of a political settlement to the Naga people at the earliest. “All section of the Naga people are yearning for permanent peace through a final settlement, and it is imperative that the involved parties listen to the voice of the people”, stated one of the resolution adopted at an emergency meeting of the PAC held today at Kohima to stake stock of the prevailing situation. In this regard, the PAC has reiterated the commitment of DAN to pave way for an alternative arrangement that may come about through a negotiated political solution of Naga political issue that is honourable and acceptable to the people. Among other resolutions, the PAC has appealed to the Naga National organizations to stand by their commitments as signatories of the Covenant of Reconciliation and the Naga Concordant which was signed under the banner of the civil societies, hohos and church. “The PAC appeals to the Naga National groups to work towards unity, reconciliation and oneness in the greater interest of the Naga society while also urging upon the groups to maintain peace and shun factional killings”, stated the resolution. Another resolution has viewed with serious concern the ongoing situation of multiple and illegal taxation of various forms prevalent in the State. The PAC stated that it was firmly with the movement that is led by civil societies and NGO leaders and “will participate and contribute towards removal of the multiple taxation/extortion regimes”. The PAC also extended its appreciation to the police, paramilitary and uniformed services for making strong efforts in implementing their duties to enforce the law and order and curbing crimes in the cosmopolitan towns. The PAC also appreciated the State Government for taking up all possible measures for early realization of the “foothill roads”. While extending its appreciation to the tribal hohos and civil societies for assuring their fullest cooperation towards the project, the decision of the hohos not to politicize the road, not to demand land compensation and not to wrongly influence the process of road alignment is most welcomed and highly appreciated, the PAC resolved. The PAC has viewed with utmost seriousness the letter of the Ministry of Petroleum and Natural Gas, Government of India, on the issue of the right of Nagaland State to regulate exploration and development of its oil and gas resources, as guaranteed under Article 371(A) of the Constitution. The PAC in its resolution expressed the view that such a stand is contradictory to the 16 Point Agreement that brought about Statehood and all sections of the people must take up this matter with utmost urgency. “The State Government must formulate its own action plan on this issue and the voice and feelings of the people must be placed before the Government of India through the Prime Minister”, it was stated. Also, the PAC recounted what it termed as “the sad situation of the displaced Naga people living outside the State of Nagaland and fully endorsed their legitimate right as the indigenous people to settle in their present inhabitated locations”. “While we understand the anxiety of the larger populations in such situations which is common over the world, the PAC request all right thinking communities to exercise extreme restrain and plea for restoration of understanding and withdraw the quit notice issued to the Western Rengmas’ in Assam”, the PAC stated while requesting all concern authorities to settle the matter amicable keeping the historical perspective in view.
