Expression of Interest (EOI) for the Provision of Inspection and Audit Consultancy Services . Tuesday, 08 April 2014 15:42 1.0 Background Electricity Regulatory Authority (ERA) is a statutory body established in 2000 in accordance with the Electricity Act, 1999 (Cap.145) to regulate the generation, transmission, distribution, sale export and import of electrical energy in Uganda. As mandated by section 10 of the Electricity Act, ERA monitors the performance of licensees to ensure compliance with the licence conditions and all applicable legislation in the country. The Authority under Section 73 of the Electricity Act 1999 (Cap.145) may appoint inspectors for the purposes of verifying compliance by Licensees, with the Law/Act and with the decisions of the Authority. In order to enhance its compliance functions, ERA seeks services of a competent firm/individual/group of firms to carry out a comprehensive audit and inspection of the activities of Licensees with a view to evaluate and determine their compliance status with the license conditions, the Electricity Act, Regulations made under the Act and other relevant National laws. 2.0 Objectives of the Audit The main objectives of the audit/inspection will be: i. To determine the state and level of compliance with the license terms and conditions, codes, guidelines, investment and relevant laws. ii. To assess the state of the electricity networks and adjoining installations in the respective concession areas. iii. To determine the status and effectiveness of the maintenance strategy, plan and practices developed and implemented by the respective utility in their operations. iv. To evaluate the execution and success of the operations and maintenance plans. 3.0 Areas of Consultancy Consequently, competent individuals, firms or consortia interested in rendering specialist audit and inspection services to ERA in the disciplines below are requested to submit their Expression of Interest for such purpose. i. Legal Compliance ii. Regulatory Economics iii. Electricity Generation, Transmission & Distribution Networks iv. Finance and Investment v. Procurement and Supply Chain Management vi. Human resources, Administration and Corporate Governance vii. Environmental Compliance & Audit 4.0 Requirements Interested individuals, firms or consortia are required to obtain prequalification documents and submit proposals with the following requirements which shall be used as criteria for prequalification. Mandatory Requirements: Individuals Firms or Consortia At least five (5) years of professional experience in required fields. At least eight (8) years of professional experience in required fields. Professional membership of relevant associations Professional Membership of relevant associations Evidence of experience Company Registration Tax Clearance Certificate Others Requirements i. Evidence of related or similar consultancy services. ii. Corporate or individual profiles of firms including CV of key personnel supported by professional licences, registered addresses, and functional contact email address, telephone and facsimail number(s). iii. Reference of satisfactory performance on similar projects from three (3) previous clients. iv. Professional certification and licenses (national and international) in the professional fields applied. 5.0 Application a. Applications for EOI accompanied by the relevant document should be submitted in sealed envelopes clearly marked “EOI in Respect of Audit & Inspection Services for ERA Licensees (Ref: ERA/EOI/13-14/00001”) at the top left corner. b.
