External assessors for Calls for Proposals in the area of cross-border-cooperation: External assessors for Calls for Proposals in the area of cross-border-cooperation The programme “Eastern Partnership Territorial Cooperation” (EaPTC) is a cross-border programme financed by the European Union (EU). The programme is currently looking for External assessors in charge of the evaluation of project proposals submitted under four EU-funded Eastern Partnership Territorial Cooperation Programmes (Armenia – Georgia, Azerbaijan – Georgia, Ukraine – Moldova, Ukraine – Belarus). BACKGROUND The Eastern Partnership Cooperation Programme (EaPTC) is a component of the Regional East Programme Strategy of the Neighborhood and Partnership Initiative of the European Union. The overall objective of the programme is to strengthen cross border contacts between local authorities, communities and civil society organisations to help develop joint solutions to common social and economic development challenges. The four territorial cooperation programmes support small-scale cross border projects (with a budget up to 250.000 EUR) between local partners and focus on the following three operational objectives: Improving the living conditions of local communities in the border regions through joint projects supporting economic and social development Addressing common challenges in the fields of environment, employment, public health and any other field of common interest having a cross border dimension Culture, education and sports The implementation of the territorial cooperation programmes is overseen by Joint Decision Making Committees (JDMC) composed of representatives of both participating countries institutions and civil society. The JDMC is responsible for selecting projects to be financed under the territorial cooperation programmes. The funds for the four territorial cooperation programmes are being managed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, acting as Managing Authority and Contracting Authority. Capacity building of (potential) applicants is being carried out by the EaPTC Support Programme. More information on the overall EaPTC Programme as well as the four specific territorial cooperation programmes including all relevant programme documents can be found at: eaptc.eu OBJECTIVE & EXPECTED RESULTS Assessors will carry out the technical and financial assessment of concept notes and full applications in accordance with guidelines to be provided by the Contracting Authority. Each application has to be assessed individually by 2 assessors. The assessors may be invited by the Contracting Authority and / or the Joint Decision Making Committee to justify and discuss his/her assessment of the proposals. NECESSARY REQUIREMENTS Assessors are expected to have skills and knowledge appropriate to the field of expertise in which they might be asked to assist in accordance with the operational objectives and related priorities of the territorial cooperation programmes (outlined in the Joint Operational Programmes and the Guidelines for Applicants). Qualifications and skills General professional experience have a university degree or equivalent qualification; be fluent in speaking and writing in English; be computer literate. Specific professional experience have a good knowledge of PRAG (Practical Guide to contract procedures for EU external actions); have a good knowledge of Project Cycle Management and Logical Framework approach; be familiar with the assessment of proposals under official development assistance programmes; have a good knowledge of external aid and/or EU-funded actions/programmes; preferably on cross-border, trans-national or interregional cooperation; have minimum 5 years of professional experience in one or more of the competence areas mentioned under the priorities in the four programme documents (Joint Operational Programmes) and the Guidelines for Applicants under each call for proposals; have sound professional experience in the regions covered by the EaPTC Programme; experience in evaluating cross-border-cooperation projects will be considered a distinctive asset. LOGISTIC AND TIMING Assessors may work home-based. The Contracting Authorities are located in Tbilisi, Georgia, and Kiev, Ukraine. Assessors shall perform their tasks within the time frame set out by the Contracting Authority. This frame shall be coordinated with the duration of the individual Calls for Proposals. Each selected assessor will have to assess 4 (four) full project proposals (applications) per working day.
