FAO ALL RESCUERS/NGO/SHELTER MANAGERS IN BUCHAREST, ROMANIA PLEASE READ, SHARE AND CROSS POST ASAP - URGENT WARNING TO ALL PRIVATE SHELTERS IN THE BUCHAREST AREA! Occupy for Animals has received information suggesting that ASPA, acting on authority from its head, Razvan Bancescu and the Police, will raid private shelters in the coming days, starting as early as tomorrow, Friday, 18th of July, 2014 and possibly over the weekends to come. We are concerned that the raids will repeat the pattern of illegal activity witnessed during the previous raid on Vier Pfotens private clinic and the adjacent private shelter run by Paws2Rescue as happened on Friday 21st of March: occupyforanimals.org/romania---aspa-raided-a-private-shelter-and-the-adjucent-clinic-of-vier-pfoten-in-bucharest-on-21st-of-march-2014.html We are calling on all our friends operating private shelters in the Bucharest area to put the following measures into operation: 1) Take a photo (several ideally) of every animal in the shelter. The photos should have the date and time function incorporated into them. 2) Ensure the animals are clearly identified and identifiable and that they are in clearly documented and secured locations. The animals should not be moving freely around the property. Documentation providing evidence of ownership, together with evidence of vaccinations and other veterinary treatment etc. should be available for immediate inspection and clearly associated with each animal. (Create individual files for each animal with a photo of the animal at the front). 2) Fix notices/signs on the doors/gates stating there is no access granted to the PRIVATELY OWNED land, property buildings or structures on the land without prior arrangement with the owner. There is no presumption that the owner will grant a license to enter. 3) VERY IMPORTANTLY: ensure that there are credible witnesses of good character on the property who have in their possession cameras / videos (and spare batteries and memory cards etc). These individuals should be given permission by the landowner to photograph every individual who trespasses on the land (and make it know they are trespassing). Ask for and photograph identity documents. Ask for and photograph documents purporting to grant authority/warrant to enter onto the land or giving authority to remove animals (ensure dates, and names are visible). FORWARD YOUR VIDEOS and photographs to OFA, using FB-mail (to our FB page) 4) Ask for copies of any warrants 5) Ask for receipts if dogs are removed and ask the person giving the receipt to use the name of the dog on the receipt (use the documentation in point 2 to assist). 6) If any animals are already owned by third parties in other EU countries - inform those owners and ask them to contact their lawyers/government representative/MEP etc to inform them of the threat to their animal. 7) REMEMBER THAT according to the Romanian Constitution: Article 27 the Romanian Constitution (1) the domicile and residence are inviolable. No one may enter or remain in the residence or in the residence of a person without his consent thereto 8) Please note that ASPA is not entitled to raid and remove dogs from private property but we must advise you to ensure increased security during this period.
