I have debilitating pain re spine injuries and I have had more distraction than usual this month (physical exhaustion issue which led to me missing almost a week of my oxygen therapy and a minor auto collision issue to deal with from Oct. 21). Also (inexplicably), your letter did not reach me in a timely manner – not until the latter half of October, and I just opened it in the last 48 hours. Kindly nullify your Oct. 23 deadline – which would merely repeat this entire process] You asked me to provide written submissions illuminating a reasonable basis to conclude “further” records responsive to my request exist. 1) ODSP did not provide ‘any’ records in response to my FOI request that meaningfully responded to my request (issues). 2) ODSP Income Directives indicate it may obtain third party reports for ODSP purposes, i.e., rent verification. I find it improbable ODSP has not at all interacted with any of my landlords. For example, [ONLINE excerpt from ODSP directive 3.1: “The purpose of the file review is to become familiar with issues related to eligibility and entitlement and to identify issues that require follow up... Appropriate third party checks are completed for each review as required. “] 3) ODSP did not deny related documents exist. 4) I hereby urge you to contact ODSP directly and ask whether the requested information/documents exist, rather than simply ask me to tell you what is in their files, which is what I’m asking ODSP for in the first place. 5) A primary reason I require the information I’ve requested is that I have had tremendous difficulty with redundantly created problems and offensive conduct committed by landlords and roommates. This has created major housing problems for me, which generally started in 2002, but intensified soon after the Social Benefits Tribunal SBT ordered ODSP to provide me (initial) income support benefits, which ultimately commenced in June, 2006 – this followed 4.5 years of being denied ODSP monies/support. 6) Several landlords, property management staff and roommates etc. have engaged in abnormal conduct, such as constantly asking me about my activities and physical capacities; doing ridiculous things such as putting many heavy pots/pans in a household oven – preventing me from using it or incurring considerable pain to merely remove them prior to cooking re landlord Keith Baker. Another landlord faked changing the two-bedroom apartment door lock and trying to charge me $50 though he said my existing key would still work; meaning he changed nothing re Shawn Lamrock (a.k.a. Bottachio) – which I consider psychological harassment. 7) Most problematic is that landlords have, without reason terminated my residency, i.e., once recently before I even moved into his rental, also recently, after only five days of my residing there (David Shore), another after less than a month of my residence (Keith Baker). 8) Or the landlord or roommates harassed me incessantly for extended periods if I remained a resident. For example, I complained to Ottawa Police (about) 2008 for issues including being systematically harassed. I went so far as to name three men (roommates – 166 Osgoode Street – Capital Rentals) and, months later, one of them smashed the front windshield of a car as I drove down the street one day. Austin Irving Deshaies was charged/convicted of criminal mischief. 9) Ottawa Community Housing (Corporation) was among the worst offenders when I resided at their Du Pere Charlebois building (see my facebook page - facebook/chrisnelson.is - where I have posted several publicly accessible instances of acts committed against me, some supported with formal documentation evidence. 10) Landlord Karen (Wyatt) Dament actually feigned flirting with me by twice ‘kicking me’ – once directly in my low back and once to my side waist, as she acted jovial, where she knew I have debilitating spine injuries. 11) I was also subjected to tremendous redundant harassment and related when I moved to Crystal View Manor (810 Pinecrest Rd., Ottawa) – the first move following my inception into ODSP I 2006. The aforementioned is just a small sample of the great many abnormal behaviours that I’m sure are coordinated – but at which parties’ behest (how much from ODSP agents/third party informants?). Other parties that may be responsible include, but may not be limited to are; insurance companies, law enforcement (re insurance), organized crime, or some combination thereof. There is no way for me to know who is doing what, at this juncture. Further, all ODSP documentation manifested by ODSP is legally accessible to the two insurance companies I am suing (Wawanesa Mutual Ins. Co., as well as Security National Ins. Co.), which makes my residential life a 24/7/12/365 insurers’ medical exam; again (arguably) countering my Charter Rights. This correspondence could go on a great deal more – it will likely concern future civil lawsuits. Regardless, for the aforementioned reasons (at least), I can’t access decent housing, as is my right under the Charter of Rights and Freedoms. I have a greatly vested interest in finding out what ODSP is doing with third parties that is interfering so greatly with my life, to such a drastic detriment. Why did my last two rental agreements end so soon – one before I even moved in and the other after just five days? What information is ODSP defaming/slandering me with that undermines my Charter Rights to a peaceful life/housing etc? I trust you will ensure ODSP answers to these serious concerns.
