FEMA Announces Emergency Management Performance Grant Program. Intergovernmental Affairs Advisory March 10, 2014 Notification of Funding Opportunity Announcement for Fiscal Year 2014 Emergency Management Performance Grant (EMPG) Program The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today released the Funding Opportunity Announcement (FOA) and allocations for the Fiscal Year (FY) 2014 Emergency Management Performance Grant (EMPG) Program. The total amount of funds to be distributed under the FY 2014 EMPG program will be $350,100,000. In FY 2014, the Emergency Management Performance Grant (EMPG) Program provides $350,000,000 to assist state, local, territorial, and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. §§ 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the Federal government and the states and their political subdivisions. The Federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title so that a comprehensive emergency preparedness system exists for all hazards. The intent of the FY 2014 EMPG is to provide grant funding to assist state emergency management agencies in obtaining the resources required to support the National Preparedness Goal’s associated Mission Areas and Core Capabilities. Pursuant to Article X of the Federal Programs and Services Agreement of the Compact of Free Association Act (Pub. L. No. 108-188), $100,000 is available from the Disaster Relief Fund for the Federated States of Micronesia and for the Republic of the Marshall Islands. Completed applications for all grant programs must be submitted no later than 11:59 PM EDT, April 9, 2014. The FOA for the FY 2014 EMPG is available at grants.gov.
