FHI360 JOB VACANCY FOR USAJD / JORDAN LOCAL ENTERPRISE SUPPORTPROJECT (USAID LENS) FHI 360 seeks Jordanian candidates to support the USAID Jordan Local Enterprise Support Project ( LENS), a five-year project that will assist the economic development efforts in Jordan to reach more effectively to microenterprises, to regions beset by poverty, and to more directly benefit women, youth, and other vulnerable populations. The USAID LENS project will support micro & small enterprises (MSEs) and local economic development (LED), and will catalyze inclusive growth networks to assist Jordanian businesses and municipalities in becoming more resilient to economic and political shocks and embark on paths of sustainable growth. The following position is required: Senior Local Economic Development Advisor: Responsible for mentoring and advising municipal staff on all aspects of successful economic development. Specific duties will include: serving as overall economic development advisor for one or more communities (in either lrbid or Zarqa); executing initial economic development assessments in each community with a focus of municipal assets and leveraging alternative resources/financing; reviewing feasibility studies and proposals for small infrastructure projects, including pubic private partnerships, that would support LED. The Advisor also would be responsible for identifying capital planning and other infrastructure needs to support economic development; assisting community groups to identify, design and monitor market infrastructure that alleviates value chain constraints and improves access to markets; promoting learning and innovation among stakeholders that leads to improved competitiveness; and supporting improved overall LED governance functions, including building relations amongst governorate and national level partners. The Advisor would work closely to improve their enabling environment, procedures and systems at the municipal and governorate level and would mentor and train municipal staff in undertaking LED initiative development. Finally, the Advisor needs to have an understanding of the legal parameters to undertake public private partnerships; the ability to help develop strategic economic development plans; undertake and will work with public private dialogue committees in municipalities. Specific requirements: Successful candidates will ideally have a combination of technical work experience and/or in depth knowledge of LED, with experience working with both national ministries and governorate officials. Qualifications: This position requires a Master Degree in economics, economic / regional development, business administration, public policy, or other related discipline. Minimum of 10 years of municipal affairs and/or economic development relevant experience in Jordan with programs within municipalities or governorates; experience within the financial or private sector. At this time, the project is looking for two (2) individuals for this position, one that will be assigned to work with municipalities in Irbid and one that will be assigned to work in Zarqa. Public Private Partnerships Thematic Workshop Facilitator: The public-private partnership law was endorsed in the lower house of Parliament in July 2014, and is intended to support linkages between both public and private sectors and to enhance economic sector performance and investments in the governorates. The newly endorsed law should be examined in relation to articles attributed to their effect on project partners (governorate and municipal) and overall goals of the project. The new law will create new opportunities for the municipalities and administrative unites (governorates, districts and sub districts) to engage more actively on LED activities and contribute more effectively the overall development process in their vicinities. The USAID LENS Project is working with ten (10) partner municipalities in three (3) targeted governorates (Amman, Zarqa, and Irbid) and has established partnerships with the LDUs on the three targeted governorates. Within the PPP context, USAID LENS will conduct a two-day workshop in January 2015 for governorate and municipal partners to better understand potential development of local economic development efforts within the context of the public-private partnership law. Facilitator will be tasked to put together a workshop that aims to integrate the sharing of best practices (both Jordanian and from international partners) and focus on identifying specific follow-up mechanism by with the project can support ongoing efforts of both governorate and municipal partners in undertaking certain initiatives that targets municipal, governmental partners staff and USAID LENS concerned staff.
