FIELD INFRASTRUCTURE - DISASTER RISK REDUCTION & RESILIENCE COORDINATOR Job Vacancy JOB TITLE:Field infrastructure - Disaster Risk Reduction & Resilience Coordinator DURATION: 02.02.2015-01.11.2015 LOCATION: Prishtina GRADE: 3 POST TYPE: National CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff. ROLE SCOPE AND PURPOSE: The Field Infrastructure - DRR & Resilience Coordinator will provide support to implement quality DRR interventions and activities mainstreamed and integrated (cross-sectorial) into construction project. The post holder will be expected to work and coordinate with both technical and operational teams to ensure that proposals are designed and implemented to include practical and workable approaches, evidenced by high quality demonstrated DRR results and to ensure the quality of reconstruction project carried out. KEY AREAS OF ACCOUNTABILITY: (Under the supervision and guidance of the PI Manager) Responsible for the operation, day to day activities supervision of contractor in construction and maintenance work. Administer, coordinate and monitor all aspects of Engineering operations and work construction management ensuring disaster risk reduction structures are in place. To ensure reconstruction and DRR project quality including monitoring, reporting, evaluation, and accountability and learning. Ensure timely, cost controlled and high quality delivery of infrastructure for Save the Children programmes, including the development of remote management systems for construction and rehabilitation work. Follow up on contract obligations and maintain cordial professional communications with contractor through meetings and site visit. Coordinates and resolve with other local existing risk reduction departments all contractor submittal and design issues to ensure smooth and proper implementation. Valuing completed works of the contractors and arranging payment. Prepare progress and completion certificate. Promotes DRR and improves technical knowledge and capacity in the Country Office, with special emphasis on capacity building for resilience Support learning and reflection on risk reduction and resilience impacts Contributes to the development, review, and initial implementation of projects Works with and actively supports staff with the monitoring (activities) and financial budgets (expenditures), including reports and documentation; ensuring Donor, and Save the Children International compliance Contributes and participates in relevant Save the Children regional and global DRR technical working groups; participates in regional and global meetings as appropriate Build relations with governments to ensure that the SCI actions contribute to implementation of national disaster risk reduction plan and to promote institutionalization of actions. General Demonstrates leadership in the office and compliance with Save the Children policies and practices with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. QUALIFICATIONS AND EXPERIENCE Significant engineering and DRR experience of working in humanitarian programs – 3 to 5 years of management development and emergency programs, highly desirable Education: Master’s level in a relevant subject or equivalent field experience- Civil engineering , architecture Experience in DRR frameworks and approaches Previous experience of construction project management and project cycle management, including project design, implementation and evaluation Good understanding of donor compliance and reporting mechanisms and requirements Good understanding of monitoring and evaluation mechanisms. Ability to work well under pressure and work to deadlines Experience of representation and ability to represent Save the Children effectively in external forums. Experience of and commitment to working through systems of community participation and accountability Excellent communication skills Excellent written and spoken English Commitment to the aims and principles of Save the Children.
