FINAL CALL FOR ILLEGAL WORKERS IN SAUDI ARABIA. The November 3, 2013 deadline set by the Ministry of Labor HAS NO FURTHER EXTENSION. Starting Nov. 4, authorities will extensively search offices, residences, shopping malls and motorists. This is the translation of the circular that is disseminated by the Ministry of Interior-Passports Department: Anyone who violates the following will be deported: 1. Expired residence permits (lqamas) 2. Those working with people other than their sponsors 3. People whose job titles in their residence permits are different from their actual jobs. 4. People who run a commercial business either directly or indirectly for their own benefits. 5. People who work in the fields of real estate, reception, security and metallic works. 6. Construction and urban workers whose ages have exceeded forty years or who suffer illness or paralysis. 7. Female housekeepers, drivers and guards who work with people other than their sponsors. A driver should drive his sponsor s owned vehicle and a guard should work in a building owned by his sponsor. A female housekeeper should work in a house owned by her sponsor. 8. Male and female teachers and male and female workers who work in private schools and who dont have residence permits issued by the school owner. In this case the school will be closed and its license will be withdrawn and its owner should pay a fine. The rest of the school employees will be deported and the school will not be allowed to bring foreign workers any more. Moreover the following procedures will be enforced: 1 . Inspection will be carried out by the Passport Department, police patrols, traffic police, and other related organizations such as the city councils, the Ministry ofLabor, the Ministry of Education and other organizations. 2. There is a possibility to have patrols to check houses with some female inspectors. 3. The concerned person will be deported in addition to his dependents. If one of the dependants is deported, his guardian and the rest of the dependents will be deported too. 4. Both the experiences and certificates of the individual who work in administrative jobs will be verified and checked against their actual jobs and their salaries. Moreover, their performance will be evaluated. 5. Deporting individuals who were subject to judicial rulings even if the ruling period has ended or the ruling has been enforced or even if the convict was forgiven. 6. Deporting the expatriate who violates the traffic rules when his traffic violations exceed the allowed limit. 7. Every expatriate who didn t renew any of his expired permits or licenses will also be exported. The above will be done in light of the following: 1. The inspection process will cover more than five hundred thousand buildings that are registered as organizations hiring expatriates and hiring no Saudis. 2. Fines will be as high as one hundred thousand Saudi Riyals and the prison sentence will be as long as one year for those who hire or hide unsponsored workers. 3. The Saudi who hires or hides an unsponsored worker will pay the expenses of exporting the worker. 4. The inspection campaigns will work day and night and on all roads and neighborhoods and all over the Kingdom. 5. The campaigns will cover the hospitals, the schools, the shops, the malls, the factories, the farms and other entities of different work natures and in all places including the areas around the two Holy Mosques and the schools and mosques surroundings. 6. The deportees name will be listed in the black list and will not be allowed to enter the Kingdom forever. 7. The person who hides or hires an unsponsored alien will not be issued new visas for a period of time that is decided by the law. 8. Everyone who provides housing/shelter for aliens who have no residence permits will be considered as violating the rules and the laws in this regard will be applied as per each situation. 9. The campaign organizers expect to deport from 3 to 5 million aliens who are illegally residents or who have no resident permits.
