FIR was lodged against Bashir Ruinyal and others in vigilance organisation Jammu in may 2013 for issuing PRC to outsiders after they were paid money. The case is still in vigilance and the decision of the court is expected any time now making Bashir Ruinyal the 2nd leader of PDP after Dilawar Mir to be convicted for fraud. Ex-ADC, Tehsildar, others booked in fake PRC case Posted on 14/05/2013 by Dailyexcelsior Excelsior Correspondent JAMMU, May 13: Crime Branch has registered a case against the then Additional DC Bashir Ahmed Runyal, the then Tehsildar Jammu Prem Bushan Gupta, Sarpanch of Kote Prabhakar Singh and his brother Kuldeep Singh in fake PRC case. According to the FIR, a complaint was received in Crime Branch forwarded by Forest Magistrate Jammu wherein the complainant Munir Ahmed had alleged that Prabhakar Singh alias Shoki, Prem Singh, Kuldeep Singh, Deep Singh, all sons of late Lakhan Singh and Baby Bala, daughter of Lakhan Singh, all residents of village Kote originally belonged to village Chak Santal in Sialkote district of Pakistan. The complainant further submitted the record of rights (jamabandi) of the year 1946-47 of village Chak Santal obtained under RTI from the office of Director Land Records Jallandhar which fully established that one Buta had three sons namely Jagat Singh, Des Raj and Nanak Singh. After disturbances of 1947 Jagat Singh and his two brothers migrated from Sialkote and reached Indian side of Punjab and Government of Punjab allotted land in favour of Jagat Singh and his two brothers Des Raj and Nanak Singh in village Bela Tajowal of Hoshiarpur district. After demise of Jagat Singh his son Lakhan Singh (father of accused) sold a portion of the land on June 1, 1968. Lakhan Singh, in the meantime, migrated to village Kote of District Jammu and managed a PRC from the office of Deputy Commissioner Jammu. Thereafter he obtained employment in PDD and died in harness few years back. After going through the complaint, Crime Branch registered a case against the then Additional DC Bashir Ahmed Runyal, the then Tehsildar Jammu Prem Bushan Gupta, Prabhakar Singh Sarpanch Kote and his brother Kuldeep Singh.
