Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to: Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially People with Disability and meet their specific needs; Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs. HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020. MISSION CONTEXT Following the yearlong crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Lebanon, the targeted areas are the northern Bekaa Valley and Tripoli, whereas in Jordan, the targeted area is the northern region closed to the border. PROJECT DESCRIPTION IN JORDAN HI will implement his emergency mechanism (disbilitiy and vulnerability focal point-DVFP) in order to target the most vulnerable persons who have a lack of access to the humanitarian intervenntion and to re establish this access through direct provision of service or referral. HI is intervening in the northern area since may 2012 and is willing to upsacle her intervention. Multidisciplinary team will be deployed in order to target the most vulnerable affected groups, among them, the injured persons and the persons with disability. A comprehensive intervention will be implemented to cover their specific needs and to improve their capacity to cope with the situation. THE JOB Based in Irbid, under the direct responsibility of the Logistics Manager and in close collaboration with the logistics team, the Logistics Assistant – Fleet and Equipment will be in charge of the management of the HI Fleet in Irbid and support of activities in North Jordan for the follow up of all HI procedures, as well as managing all equipment’s of the base. MAIN RESPONSABILITIES 1. Fleet: – Collect and ensure the reconciliation of all documents regarding (fuel voucher, logbook, petrol station detailed invoice…) - Collect and ensure the reconciliation of all document regarding movement plan, primary and secondary - Do the weekly movement planning - Ensure the adequate filling of all documents, especially Log book - Archiving of fleet files in a proper way - Supervise the drivers and ensure their adherence to the fleet management procedures and policies, make sure they have all the documents required in the car “for all bases” - Follow up the vehicle maintenance and insure to fill the logbook after each maintenance done to the vehicle, - Do the reception of any new vehicle from the supplier (check that vehicle fulfill requirements and do reception report) - Establish a weekly planning for duty drivers, - Follow up and adjust the movement planning on a daily basis, - Transfer relevant logistic information to the Logistic Manager - Focal point with the rental agency, you follow the rental contracts - Assist for the recruitment of drivers with respect of criteria - Ensure all vehicles are parked and fuelled in appliance of HI security policies - Ensure that fuel filling and car washing are done. 2. Operational management of the drivers - With the support of log manager, ensure the daily management and support of teams, - Respect and ensure the respect of HI internal rules as well as Jordanian traffic regulation and ethics dispositions towards beneficiaries, - Refer to the logistics manager for driver’s management, organization of meeting, etc. - Ensure, with the support of the logistics manager, to maintain a good relationship between the drivers and others departments 3. Security - Make sure all drivers know the roads, used secure roads and respect the security driving rules - Make sure the roads we use are secure, - Collect, consolidate and report security information - Make sure the tracking system is working properly and follow all movements, - Ensure the drivers don’t start a movement without all documents and equipments “internal regulation” - Make sure you are aware of all movements all the time and update the movement boards everyday - Report on the map selected road, point of interest, check point, no go area… - Supervise the general maintenance of vehicles in link with the drivers, the fuel station, the rental agency - Ensure any required training for drivers, Hi principles, tracking points, driving… - Keeps awake of the security situation in the area of activity of the mission and the region in which it is located and transmits this information to his hierarchic superiors. - Report any incident inside or outside the base to his immediate superior. - Informed his superiors of any information that may affect travel. - Ensure the security ‘light, fire extinguisher, triangle, .etc…’’material is an ad equation with the context - Ensure that cars are in good condition 4. Team management - Implement regular meetings and trainings with the bases logistics regarding procedures of fleet policies. - Technical support of fleet on the bases. 5. Equipment - Make sure that all equipment are tracked in the EMC / TSE. All equipment should be follow up thanks via EMC, - Make the appropriate documents when an equipment is lent, broken etc. and update the EMC accordingly, - Make sure that all documents related to equipment management are compliant with HI policy. THE SUCCESSFUL CANDIDATE Education: University degree in Relavant field . nowledge/Experience At least one year of experience in the fleet and logisticians A previous experience with an NGOs or a work-related in the field of emergency would be an asset A previous experience in management Non-governmental organization environment Languages: Arabic V. good in English Skills: Good communication and listening skills Common sense Proactive Adaptation to specific working conditions Capacity to work in team and autonomously Capacity to work in an multidisciplinary and multicultural team Dynamism, high level of motivation Good computer skills (excel, word, power point…..) Willingness to learn new skills and/or approaches Good capacity to interact with members of the team CONTRACT CONDITIONS This fixed contract is untill 28th of Feb 2014. The position is based in Irbid for a starting date as soon as possible. The salary will be defined regarding the HI salary scale on-going.
