FODEP says threats by PF to block national budget due to internal wrangles is retrogressive joke The threat by some PF MPs not to pass the 2015 national budget unless their political party adopts its Secretary General, Hon. Edgar Lungu is extremely retrogressive and a political joke of the jubilee year. The issue of Hon. Edgar Lungu’s candidature is an internal party issue and should not anyway be used to undermine national programmes like passing of the national budget. Foundation for Democratic Process (FODEP) reads such sentiments coming from a political party supposed to provide leadership and direction to the country at this momentous time with great disappointment and shock. If the PF MPs can’t see the need to pass the 2015 national budget, it goes without saying that their relevance in parliament is no longer tenable hence the need for them to dissolve themselves to facilitate the holding of the general elections in accordance with Article 88(6)( b) instead of holding the country to ransom. The general elections will most probable guarantee stability of any government to be elected unlike the presidential by-election which may perpetuate instability. In an event that a by-election becomes the only option, PF must be reminded that the election is not meant for them alone but for all political parties registered in Zambia and therefore, if they don’t have a candidate and are not ready to compete with other political parties, let the party try contesting in 2016 general elections so that it can use 2015 for re-organisation. FODEP appeals to all opposition political parties intending to contest the by-election to show their relevance by hitting the campaign trail. In this regard, FODEP demands for an immediate announcement of the Election date by the Acting President in accordance with the law. McDonald Chipenzi Executive Director
