Joyce Office Building, 112 State Street, Albany, NY 12207 Local Law “C” Press Event: Albany County Legislature, the first NYS Municipality to introduce Legislation to regulate Pet Sellers and Breeders DATE: Tuesday, May 6th, 2014 TIME: 10:00 am LOCATION: Cahill Room Harold L. Joyce Office Building 112 State Street, Albany -------------------------------------------------------------------------------- MAY 5, 2014 – Hon. Gary Domalewicz, Legislator of the 10th Legislative District and Hon. Bryan Clenahan, Legislator of the 30th Legislative District have been working with the ASPCA for many months to develop legislation to regulate local Pet Sellers and Breeders. This legislation can be used as a model for municipalities big and small, to adopt and provide a proper safety net for animals living in their local communities. Joined by Chairman Shawn Morse, Majority Leader Frank Commisso, Deputy Majority Leader Sean Ward, Doug Bullock, Noelle Kinsch, Alison McLean Lane and Joseph O’Brien as Co-Sponsors of this very important legislation, it will be introduced as “Local Law “C” for 2014” at the May 12th Legislative Meeting. On Tuesday, May 6th, Mr. Domalewicz and Mr. Clenahan as well as other members of the legislature will host a Press Event, introducing Local Law “C”. Bill Ketzer, Senior Director, Northeastern Region of the ASPCA and other very influential people will be in attendance to bring awareness to our community about this very important issue. This Local Law will: · Enforce that if any violation of this Local Law occurs, it will be a civil offense with a minimum fine of $100-$500 per violation. · Require the permitting of pet sellers, with permits being given only to sellers in compliance with this Local Law as well as other animal protection laws. · Provide consumer protection to Albany County pet buyers. · Provide for regular inspection of pet sellers and breeders, to ensure they are providing minimum standards of care for animals; related to housing, sanitation, feeding/watering, handling, veterinary care, exercise, fire safety and grooming for every dog or cat in their custody or possession. · Ban pet sellers in Albany County from knowingly importing, offering for sale, selling or bartering any dog from a source breeder that does not comply with the standards of care in this Local Law. “I am very excited to have had the opportunity to work so closely with the ASPCA and the Mohawk Hudson Humane Society to develop this Local Law”, said Hon. Gary Domalewicz. “I am proud to have Albany County be the first municipality to introduce this much needed legislation to protect pets and pet owners throughout Albany County communities.” “We need strong local legislation to protect animals and consumers from unscrupulous puppy mill and pet store operators,” said Hon. Bryan Clehanan, “ The current State laws have not adequately protected animals and consumers – there are too many animals suffering in cruel, abusive and deplorable conditions and too many people suffering the heartbreak of an sick and suffering pet. Our Local Law will end this abuse and suffering in Albany County.” “Man has a duty to protect a man’s best friend,” said Albany County Legislative Chairman Shawn Morse. “This legislation will go a long way in ensuring that our beloved pets are treated with the utmost care and respect.” “Local Law “C” will serve as justice for pets within Albany County who are not being provided adequate care,” said Majority Leader Frank Commisso, “I’m looking forward to continue working with my colleagues, the ASPCA, the Mohawk Hudson Humane Society and other local organizations to enforce this very important legislation.” “This legislation is long overdue, it is important to protect animals and consumers within our communities”, said Deputy Majority Leader Sean Ward. “Local Law “C” will allow Albany County to enforce this type of protection and put an end to unfair abuse and suffering.” Libby Post, Executive Director of the NYS Animal Protection Federation, said: “This Local Law couldnt come soon enough. We recently saw a horrible puppy mill incident in Montgomery County where a Border Collie breeder was finally brought to justice for not providing adequate shelter and care for his dogs—including puppies—as the polar vortex bore down on the Capital Region with sub-zero temperatures and considerable snow. The New York State Animal Protection Federation is happy to work with Albany County to stop puppy mills before more atrocities happen.” Brad Shear, Executive Director of Mohawk Hudson Humane Society, says: “For far too long, humane societies and animal shelters have had to pay the price for disreputable breeders. When puppy mills are uncovered and brought to justice, those dogs end up with our organizations—the folks in each community who believe in treating animals humanely and with dignity. We feed them, care for them, nurse them back to health and adopt them out. We also carry the financial burden. This Local Law will give our County Government the power to stop puppy mills and the irresponsible pet shops who sell these animals.”
