FOR IMMEDIATE RELEASE September 17, 2014 Contact: Jerry Reaugh, Chairman PRAAGS [email protected] praags.org Yesterday, Governor Jerry Brown signed AB 2453 into law which creates a hybrid governance structure for the proposed water district in the North County. While amendments were added to the bill by the County Board of Supervisors and legislative committees in Sacramento, we feel this bill gives everyone a voice in locally managing our Basin and makes it impossible for any individual or group to control the district board. This represents the culmination of the efforts of PRAAGS and PRO Water Equity, two groups that represent the diverse interests of rural residents, vineyard owners, ranchers, growers and other agriculturalists that are the economic engine of this area. Approval of this bill is timely as the Governor also signed landmark legislation yesterday known as Pavley-Dickinson that regulates groundwater for the first time in State history. These new laws encourage local agencies to manage their own groundwater resources. For us in the North County, we have two options; form a water district or continue to allow the County Flood Control District to manage the Basin. The majority of our Supervisors have said a water district is the appropriate agency to manage this resource. We now look to our Supervisors to take up this law and directly petition our Local Agency Formation Commission (LAFCO) to begin the process to form this district. # # #
