FOR THE IMMEDIATE ATTENTION OF ALL HANDS NSCC Funding Update for 2014 Background: The 2014 Omnibus spending bill most recently signed by the President contained a Congressionally mandated $1.1M specifically in support of the NSCC. Complimenting that requirement, NSCC was advised on 3 Feb by Navy Recruiting Command that the baseline $1.7M included in the CNRC budget line requirement has been approved in support of the NSCC for 2014, bringing NSCC back to the full funding level previously requested and approved in 2012, prior to 2013 Sequestration. What does this mean for the NSCC in 2014? • Funding restrictions imposed on 2013 training, as detailed in NSCC Information Letter 05-13, 2013 NSCC Training Schedule, are lifted. • The new and updated 2014 NSCC Information Letter detailing all training events will be promulgated within the next several weeks, with all funding support as previously received in 2012 and prior years restored. • All NSCC training will be eligible for funding support and cadet deposits will return to levels established in 2012. • NSCC International Exchange Program is being restored. NSCC Information Letter 02-14 dtd 22 Jan 2014 will be re-promulgated within the next couple of weeks to reflect increased opportunity at reduced deposit fees. • Funding of locally arranged training as previously exercised in 2012 and prior years will be restored. Details will be included in the 2014 NSCC Information Letter for Summer Training. • Funding of OPD training will be restored to 2012 levels. • Tuition re-imbursement for NASS/AIM/ and USNA STEM training will be restored. • Funding support of 2014 Spring training will be restored. • SeaPerch “train the trainers” training will be restored. • CyberPatriot and SeaPerch National Competition funding support will be maintained. • Tuition and class material reimbursement for cadets attending USCG Auxiliary sponsored Small Boat Safety courses will be restored. • A Fall 2014 NSCC Regional Directors conference will be put back on the schedule for all RD’s. For all COTC’s, Unit CO’s, Regional Directors and cadets in the field, a hearty “Well Done” for your superior performance as Sea Cadets and your outstanding representation of the NSCC in your home towns, at your trainings, and to your fellow Americans. This renewed support in 2014 is only because of you and your outstanding reputations and the contributions you have made where ever you have gone. You “sell” this program through your consistent dedication to patriotism and community service. This is for everyone’s initial planning purposes as we march into 2014.
