Dog was exhausted and seemed confused. Was walking/running in the direction of Elkton Road. Would not eat/drink when offered. Description: beagle mix? medium build, overweight (65+ pounds??) male 4+ years old?? gray plastic collar with reflective pieces, no ID scared of friendly cat scared of stairs was ok on leash seemed house trained Dog was taken to Cecil County Animal Control Center (A Buddy For Life, Inc) in Elkton MD.
