Concordia Chiajna against the Romanian Football Federation (RFF) and S.C. F.C. Rapid Bucarest S.A. The matter concerns the decision of the RFF Executive Committee to play a knockout game between S.C. F.C. Rapid S.A. and C.S. Concordia Chiajna to decide which of the two teams would qualify for the Romanian Liga 1 championship. C.S. Concordia Chiajna, which was ranked 15 at the end of the last season (best of the teams relegated in Liga 2), argued that such game should not have been played on the grounds that S.C. F.C. Rapid S.A. did not have a license to participate in the Liga 1 for the season 2013/14. On 31 July 2013, the Court of Arbitration for Sport (CAS) heard this case in the presence of the representatives of C.S. Concordia Chiajna and of S.C. F.C. Rapid S.A. The RFF chose not to participate in the hearing. In light of the urgency of the appeal, the Sole Arbitrator appointed by CAS, Mr Marco Balmelli (Switzerland), has issued its decision without the grounds. The Sole Arbitrator found that S.C. F.C. Rapid S.A. did not have a license to participate in the Liga 1, season 2013/14 and that the knockout game was organized without any regulatory basis. On the contrary, the regulations adopted by the RFF and its practice are in favour of C.S. Concordia Chiajna to remain in the Liga 1. Accordingly, the appeal of C.S. Concordia Chiajna is upheld, meaning that it is eligible to compete in Liga 1 for the 2013/2014 season in lieu of S.C. F.C. Rapid S.A.
