The position duty station is Portland, OR and the Project Manager - Energy Efficiency Systems will assume project management responsibilities for the following five software systems that support Energy Efficiency (EE): 1) IS2.0 (Interim Reporting System) 2) Performance Tested Comfort System (PTCS) 3) Northwest Efficiency Depot (NED) 4) Energy Efficiency Business Intelligence (EEBI) 5) Energy Efficiency Tracker (EE Tracker) IS2.0 and EE Tracker are currently in operation, while the three other systems are under development. This position will focus primarily on the NED and EEBI systems. NED is an external facing system that will have a user interface with BPA customers (utilities) to allow reporting on energy efficiency measures and projects. The EEBI portion of the project is focused on reporting and data analytics. As these systems are still in development, a strong background in managing software projects, and testing is required. The project manager’s primary responsibility will be to develop a stronger project management structure and discipline to help support the development, implementation and maintenance of EE Systems, which is a key BPA and Energy Efficiency initiative. The primary benefits will result in improved project management, improved processes and policy implementation, resulting in increased customer satisfaction with the EE systems that are externally facing Note: Contract personnel are not allowed to direct Federal employees, nor are they allowed to authorize expenditures or make decisions on behalf of BPA; these functions are specifically assigned to BPA employees. Contract personnel provide analysis, information and input to those functions. Additionally, contract personnel may only represent BPA (such as at seminars, industry events, etc.) with written authorization from a BPA Vice President. This position is open to Foreign National candidates. Position Responsibilities include, but are not limited to: · Assume Project Manager responsibilities as assigned by the program manager under the program structure for the EE Systems · Understand roles and responsibilities for cross BPA and Energy Efficiency (EE) subject matter experts in Engineering, Contracting, Planning and Evaluation, Marketing, Programs, and BPA customers · Identify project opportunities for delivering processes, systems and organizational capabilities in alignment with the department and BPA objectives · Actively participate in team meetings and schedule information sessions with subject matter experts, focus on understanding the nature and complexity of the initiatives and current project management structure with a focus on execution and implementation of project activities · Responsible for: · Project status reporting and project structure (Sponsor Teams/Steering Committee, Initiative Charters) · Development of EE staff resource plan recommendations, and subsequent tracking and reporting · Issue tracking (managing the Issue Resolution System), setting timelines, milestones and providing accountability for adhering to them · Set project expectations, maps and work plans · Develop an understanding and knowledge of all EE Systems, as well as the EE organization and key contacts for implementing EE Systems · Actively participate in developing and implementing Business Acceptance Testing of the EE Systems as well as Utility Acceptance Testing, including preparation of test cases/overall test plan, facilitate Business Acceptance Testing for EE and act as primary tester for any enhancements · Recommend and implement improvements to the program activities and processes with agility and efficiency · Provide support and expertise to the change management effort and work to improve the communication of the organization’s activities, achievements and goals, as well as improved accountability at the initiative and organization levels. · Provide business recommendations/guidance for Program support, integration, communications, organizational structure, resource planning, budgeting and project scheduling. Business recommendations/guidance will be provided in coordination with the Program Manager or other designated individuals, in collaboration with other program participants. · Manage the tools and mechanisms to ensure timely updates, reporting, and ongoing program controls. · Evaluate and strive to improve fundamental Project Management roles, processes and systems. · Recommend key project management tools to support both the strategic initiatives as well as other Energy Efficiency projects. Position Requirements: Education/Experience: · Bachelor’s degree in Project Management, Communications, Engineering, Business Administration or related discipline is required · Minimum 10 years of demonstrated project management experience is required, including all aspects of process development and execution · PMP certification is required - Minimum 5 years of utilizing PMI Project Management Best Practices is required · Experience with Microsoft Office Suite (MS Word, Excel, PowerPoint, Outlook); MS Office 2010 proficiency is required · Expert proficiency in use of Microsoft SharePoint, Project, Visio and Access is highly preferred · Minimum 5 years experience building and managing business strategies is highly desirable · Minimum 3 years in the Utility Industry or Energy related industry preferred · Minimum 3 years experience structuring and leading high profile projects with long-term goals is highly desirable · Demonstrated experience in coaching project managers and business leads, in order to foster High Performance team work is highly desirable General Requirements: · Adequate knowledge of Energy Efficiency to carry out project management responsibilities of providing recommendations for improvements · Skilled in modeling business processes and using statistical analysis to recommend optimizations · Strong written communication skills and the ability to translate complex information for managerial and operational staff · Ability to build credibility and trust among all levels of management and staff · Ability to perform systems and applications analysis · Skilled in the creation of Word documents, Excel spreadsheets, Access databases, PowerPoint presentations, Visio flowcharts and Project schedules · Proficient in interpreting data and turning it into robust reportable information · Proven track record of problem solving and conflict resolution, setting expectations, removing roadblocks and holding teams accountable Additional Requirements: · This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding · Performance Expectations: · Get up to speed quickly, work with management to document business strategy · Carry out assignments on a professional level, reflected in excellent written and oral communication skills, listening skills, patience, analytical reasoning and problem solving abilities Location: Portland, OR Compensation: $54/hr - $56.79/hr DOE + Full Benefit Package Report this Job as Spam Hi, Im Jacques Garabedian.
