FROM THE HAVELOCK POLICE DEPARTMENT: In recent days, there have been early morning traffic delays in and around Fontana Boulevard/SR 70. Numerous concerns have been fielded by the police department in regards to traffic tickets people have received for blocking the main intersection. While I fully understand the frustrations of getting caught in traffic and perhaps being tardy to work or an appointment, I must add that when such a major intersection is blocked, even by people who have originally had the green light, but cannot get through the intersection and/or out of the way of the cross traffic that just received their green light, it is further complicating matters. The traffic jam will get progressively worse to a point where delays get increasingly longer. The Havelock Police Department, at this point, must take traffic enforcement action to clear up expanding traffic delay and furthermore educate the motorists passing through. -- North Carolina Statute 20-142.5, under the heading Obstruct Intersection, Crosswalk, Railroad Grade, stresses Entered an (intersection) (marked crosswalk) (railroad grade crossing) where there was insufficient space to accommodate the vehicle, obstructing the passage of other (vehicles) (pedestrians) (railroad trains). If you cannot make it fully through an intersection and run the risk of getting caught in the middle of it, then stop before crossing into it. When the light cycles again, you will then be the first car to go through, hopefully unimpeded, if the cross traffic drivers do the same as you did. David Magnusson Chief of Police City of Havelock
