FROM THE NEWSROOM: A proposed measure that would allow the Putnam Recreation Department to water the Owen Tarr Sports Complex fields without going over budget – which has become challenging due to the locally increasing cost of water – is being sent to the Water Pollution Control Authority, following a vote by the Putnam Board of Selectmen; the measure would give the Rec department unlimited access to water for a fixed rate of $4,000 a year. This proposal follows the determination that the WPCA could not give the Rec Department water for free; according to Mayor Tony Falzarano, the department had already budgeted $4,000 for water. After returning to the Selectmen, the proposal would need to go to public hearing and then be approved at a town meeting; with 400 kids served by the park per year, Selectman Owen Tarr said its important to find a way to water the fields so the park doesnt need to shut down while it is reseeded. Selectman and East Putnam Fire District President Doug Cutler Jr. offered an alternative proposal to use his departments flat-rate access to fire hydrants to transport water over to the fields in the event of a financial pinch; however, Fire Marshall Norm Perron advised that while this might be legally permissible, it would be a misuse of the water not intended in the agreement, and would likely result in the agreement being changed.
