FROM THE NEWSROOM: Concerns regarding specific language discovered by Putnams Ash Landfill Viability Committee in a proposed contract with Wheelabrator Inc. for an extension of the ground lease and land expansion have been brought to light, according to Selectman Scott Pempek. According to Pempek, the language indicates the landfill would be able to put a cap on rates tied to the Consumer Price Index (CPI), something that Pempek said could be problematic in the event of wide-scale, economic hyperinflation; Pempek said these caps could prevent Putnam taxpayers from taking full advantage of revenue generated by rate increases, a serious concern to the town, given that financial estimates that put the project near $30 to 40 million. Pempek said the committee was under the impression that recent adjustments to language by attorneys were made to address small changes, but argued this change is significant and he has no recollection of it being discussed beforehand; the committee plans to meet at some point to address this issue.
