FROM THE NEWSROOM: NEW HAVEN, Conn. (AP) â The state is stepping in with $21.5 million for a downtown development plan in New Haven. Gov. Dannel P. Malloy announced the state spending plan on Thursday for the second part of New Havens Downtown Crossing plan. The project promises to transform the area by removing a highway that has been a barrier to connecting neighborhoods and replacing the highway with boulevards. Funding will allow Union Station, the Medical District and the Hill neighborhood to connect with downtown New Haven.
