FUNDAMENTAL RULES: PART-1 ************************* >FR-9: -CADRE: The strength of a service or a part of a service is followed by conformation. -LIEN:The title of a govt.servant to hold substantively either immediately or on the termination of a period or periods of absence,a permanent post,including a tenature post,to which he has been appointed substantively. -OFFICIATE: A govt.servant officiates when he performs the duties of a post on which another person holds a lein. ************************* >FR-12: -Two or more govt.servants cannot be appointed substantively to the same permanent post at the same time. ************************* >FR-18(DIES-NON): Unless the govt in view of the exceptional circumstances of the cases otherwise determine,no govt servant shall be granted leave of any kind for a period exceeding five years. ************************* >FR-22: The initial substantive pay of a govt servant who is appointed substantively to a post on a time scale of pay is regulated. ************************* FR-24: An increment shall ordinarily be drawn as a matter of course unless it is withheld ************************* >FR-31(2): On the enhancement in the substantive pay as a result of increment or otherwise,the pay of such govt servant shall be refixed fm the date of such enhancement where such reification is to his advantage. ************************* >FR-26: Provisions prescribe the conditions on which service counts for increments in a time scale. ************************* >FR-27(PREPONMENT& STEPUP): An authority may grant a premature increment to a govt servant on a time scale of pay if it has power to create a post in the same cadre on the same scale of pay. ************************* >FR-44: (COMPENSATORY ALLOWANCE) This allowance should be so granted that the allowance is not on the whole a source of profit to the recipient. ************************* >FR-53: A govt servant under suspension subsistence allowance at an amount equal to the half pay leave salary. In addition of DA. ************************* >FR-55: No leave to be sanctioned in suspension period. ************************* >FR-59: A leave is earned by a govt servant if he holds a lien on a permanent post. ************************* >FR-60: Leave is earned by duty only ************************* >FR-67: Leave cannot be claimed as a matter of right. ************************* >FR-68: Leave ordinary begins on the day on which transfer of change is effected and ends on the day on which charge is resumed.holidays can be prefixed or suffixed to leave subject to the conditions. ************************* >FR-69: A govt servant on leave cannot take up any service or setup of private practice etc,except with the permission of competent authority. ************************* >FR-71(2): Medical certificates fm any registered medical practishioner in case of NGOs and govt medical officers in the case of Gazetted officers.
