FYI Dear National Conference of State Legislatures: In my opinion, National Conference of State Legislatures must establish a strategy as soon as possible to begin developing social stratification models, which enables classification criteria to be more precisely established, which enables improved interpretation of homeless classification typologies, stratification and the specific conditions among homeless populations in applicable groupings, thus in order to begin the process of drafting legislation, which provides special protections to homeless persons, and which designate funding to be set aside for payroll budgets in order to enable Government Contractors to hire homeless persons of diverse typologies.
