FYI...an excerpt from my schools president: The struggle with Texas higher education funding is not financial, it’s philosophical. There are oodles of money in the rainy day fund. The issue is willingness to spend it. There is now movement to cut property tax – if that happens, state funds are needed to help fund schools. Although the budget for the next 2 years is slightly higher, there is pressure to backfill some areas that lost funding during the last session and also to fix some areas where money was “saved” by creative accounting during the last session. Also the population has grown and funding is needed to provide services to a larger population. There’ll be more debate on higher education proposals in the Senate. Because the of the turnover, much is still unknown about the Senate, including who the committee chairs will be. We have more support on the House side that is more settled.
