Fact - Circles of Support and Accountability (CoSA) is a community-based program that is aimed, first and foremost, at preventing re-offence. Fact - CoSA originated right here in Canada and has since spread worldwide, and has a proven success rate of ~80% overall. Fact - Federal government apparently does not have the budget to continue supporting CoSA projects across Canada. Each circle costs around $10,000 annually, while incarceration of an individual costs $120,000. So we will simply either (1) keep everyone in jail forever, or (2) throw high-risk offenders back into the community at end of sentence with no established support base, close our eyes and hope for the best. Does this sound like a government that actually cares about community safety? Or perhaps, to Harper and his merry band of idiots, public safety is not quite as important as pushing their culture of punishment agenda. Please read the article.
