Faiz Ahmed Faiz [1911-1984] was born in Sialkot in undivided India. A leftist and leading progressive poet, Faiz was the most popular poet of his generation. Bangladesh [its capital is Dhaka] was part of Pakistan till 1971. The verse is in this context.
