Family Services Specialist IV (CSA)-Gloucester Dept of Social Services - Local - Gloucester, VA Family Services Specialist IV (CSA) is responsible for providing overall program management and coordination of the CSA Program and Safe and Stable Families Grant Program. Responsible for directing implementation of utilization management and review procedures in accordance with requirements of the Comprehensive Services Act, a multi-agency program serving youth and families. Review procedures including monitoring frequency of reviews and assuring up-to-date assessments. Conducts site-based utilization review of services purchased for children and families. Assists in developing Individual Family Service Plans. Responsible for keeping informed on state requirements regarding utilization management and review and applying those requirements to local procedures. Provides leadership to the Family Assessment and Planning Team (FAPT) in development, implementation and revisions of policies and procedures. Interprets policies and procedures regarding CSA. Performs complex professional work planning and directing activities under the Comprehensive Services Act; assist the Community Policy and Management Team (CPMT) with the development, implementation and revision of policies and procedures regarding the operation of the CSA Program; implement, in collaboration with Department of Social Services, Court Services Unit, Community Services Board, school district staff, the policies, procedures and guidelines adopted by the State Executive Council; serve as liaison on behalf of the CPMT to the Office of Comprehensive Services. Responsible for program oversight; provide training and technical assistance in the provision of efficient and effective services that are responsive to the needs and strengths of at-risk youth. Provide administrative and logistical support for the CPMT and FAPT. Prepares grant proposals and monitors program grants to determine compliance with prescribed policy, procedures and operating standards, program regulations, or contractual requirements. Files timely reports. Develops and conducts training for case managers, the Family Assessment and Planning Team and the Community Policy and Management Team. Communicates with supervisor, other departments, county officials, team members, state/federal agencies, granting/funding agencies, community organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, exchange information, resolve problems and give/receive advice/direction. Coordinates with clients, colleagues, community, vendors and other agencies to improve program and outreach service delivery. Interprets CSA policies and procedures. Ensure policies and procedures are followed. Provides generic intake services on a rotating basis. Other job duties as assigned. Minimum Qualifications Minimum of a Bachelors degree in a Human Services field or related areas mandated in Section 22VAC40-670-20 of the Administrative Code of Virginia and implemented by the Virginia Board of Social Services, or any equivalent combination of training and experience. Bachelors or Masters degree in Social Work preferred. Skill in operating a personal computer to enter, retrieve or modify data and be at proficient or intermediate level of WORD and EXCEL programs, email and internet. Knowledge of generally accepted fiscal accounting practices. Math skills to include basic and higher level skills using fractions, proration and percentages. Ability to communicate effectively both orally and in writing. Ability to gather and interpret data, reach logical conclusions and present findings and recommendations. Ability to interpret and apply regulations, laws and procedures. Ability to conduct effective training; skill in public speaking. Ability to interact professionally with a diverse group of people. Ability to organize and prepare statistical records. Ability to read, understand and interpret program/technical reports and related material. Ability to effectively facilitate meetings. Ability to travel within Virginia and occasionally out of state. Ability to monitor compliance with CSA and ensure fiscal accountability. Ability to organize work and utilize time management. Ability to understand interconnectivity of multiple funding sources. Preferred Qualifications Experience with the Comprehensive Services Act (CSA). Financial experience in managing budgets preferred. Knowledge of human behavior and assessment of needs of at-risk youth and their families. Knowledge of: principles and practices of the Comprehensive Services Act (CSA) Program and Safe and Stable Families Program preferred. Knowledge of service plans and special educational processes as they pertain to the CSA process. Knowledge of Virginia Social Service Programs. Special Requirements All applicants are subject to a DMV/driving record check, pre-employment drug screen, Central Registry (CPS) check and/or criminal record search. The investigation may include: fingerprint checks (State Police, FBI), local agency checks, employment verification, verification of education (relevant to employment), credit checks (relevant to employment) and other checks requested by the hiring authority.
