The most common cause of a crop failure is lack of water.. Irrigated lands on average are more than twice as productive as rain fed lands.... We pump hundreds of millions of oil thousands of miles across continents... Why not water?.. I propose a national irrigation system.. A system that takes water from where and when it is abundant to be stored in reservoirs till needed.. Water taken from the mouth of rivers before they flow into the oceans will have minimal impact on biomes.. Irrigation water does not require the level of treatment as does potable water, this saving expense. During the spring thaw huge quantities of water run off the lands in the North East and flow out to the ocean.. Redirecting some of this water to drought prone areas could be a very effective preventative measure against crop loss due to drought.. All the technology is here today..
