Farooq Qaiser was born on October 31 to a Muslim family in Lahore, Punjab. He is graduated with Fine Arts in 1970 from the National College of Arts (NCA). Later he mastered in Graphic Arts from Bucharest, Romania in 1976 and trained for puppetry there. He did master in Mass Communication in 1999 from the University of Southern California, United States. Career Qaiser started his career in early 1970s after graduating from the NCA with a short English documentary. In 1971 his teacher Salima Hashmi put him into her childrens television puppet show Akkar Bakkar. In that show he worked along with the help of Shoaib Hashmi and Faiz Ahmad Faiz on the scripts and puppets. In 1976 Qaiser directed and wrote his own puppet show Kaliyan which earned a high ranking in Pakistan that time. He created his own fictional puppet characters for that show include Uncle Sargam, Haiga and Maasi Museebte. He also gave the voice of Uncle Sargam in that show. He created Uncle Sargam by resembling his teacher Molnar from Romania He is also working at Urdu language Lahore based daily newspaper Daily Nai Baat, he is a cartoonist and makes cartoons daily for the newspaper.He is also a columnist of Nai Baat and known for his column writing name Meethay Karelay. He taught for sometime at the Fatima Jinnah Women University in Rawalpindi. He also wrote some books include Kaalam Galoch, Hor Puchho, Meray Piyaray Allah Mian and Meethay Karelay
