Fear and anxiety, and sometimes just the desire to keep your job. These are reasons/excuses that people will not speak out. I can tell you that even at the city and county levels of government the whistleblower is the person who reveals the dirty secrets in a way that average citizens would not otherwise hear. Over the years we have seen the personalities and good old boys in government violate the principles we elected them to preserve. Through websites and newsletters many of their foul deeds have been examined. Ultimately changes came to the ways our local governments have operated. Without the whistleblowers we citizens would not have had the evidentiary proof needed to expose the truth in meaningful ways.
