February 1st, 2014 Cabinet Decisions: 1.CSC report on new administrative units presented, approved by the Cabinet : The Cabinet which met heretoday under the chairmanship of Chief Minister, Mr. Omar Abdullah today approved in principle, the report presented by the Committee constituted to examine the demands for creation of new administrative units in the state, for being rolled out by the General Administration, Revenue, Planning and Development and Finance Department. The Cabinet appreciated the work of the Cabinet-Sub-Committee headed by Deputy Chief Minister, Mr. Tara Chand, especially its whirlwind tour of the state to assess the felt needs of the people. It also appreciated the assistance provided by the Secretary, Revenue Department, the Secretary General Administration Department, and their team. 2. DA enhanced by 10% for State Govt Employees, pensioners The Cabinet which met heretoday under the chairmanship of Chief Minister, Mr. Omar Abdullah sanctioned release of 10% Dearness Allowance instalment raising the total Dearness Allowances of the State government employees from 80% to 90% w.e.f. 1st July 2013. The DA arrears w.e.f July 2013 to February 2014 shall be paid to the employees through the GP Fund route and the enhancement in DA shall form part of the monthly salary from March 2014. The arrears on account of the enhanced rate of DA from July 2013 to December 2013 shall be paid in cash to the state government pensioners/family pensioners in the month of January, 2014 and shall from part of the monthly pension thereafter. Payment of DA arrears to the government employees governed by the New Pension Scheme (NPS) from July 2013 to December 2013 shall be paid in cash in the month of January, 2014. The employees share @ 10% shall be deducted at source and credited to their respective PRAN Numbers along with the matching share by the Employer. The Cabinet also accorded sanction to the promotion of IAS officers Mr. Vinod Koul, Mr. Gazzanfar Hussain and Mr. Ghulam Hassan Tantray to the Super Time Scale of IAS (Rs.37400-67000+GP of Rs. 10,000) w.e.f. 01.01.2014. The Cabinet also approved promotion of 23 officers of J&K Accounts Service to the Special Scale of Rs. 37,400-67000+GP of Rs. 8700 w.e.f 31.12.2013. It also approved promotion of 47 officers of J&K Accounts Service to the Selection Grade of Rs. 15,600-39,100+GP of Rs. 7600 w.e.f. 31.12. 2013. The Cabinet also approved regularization of 21 in charge Directors as Directors in the Animal Husbandry Department. The Cabinet also accorded sanction to the creation of additional staff for J&K Legal Services Authority including 01 post of Under Secretary, 04 posts of Head Assistants and 10 posts of Senior Assistants. The Cabinet also approved promotion of 9 officers of J&K Social Welfare (Gazetted) service to the Time Scale of Rs. of the Jammu and Kashmir Administrative Service (Rs. 15,600-39,100+ GP of 6600). The officers include Mr. Mohammad Subhan, Mr. Ghulam Ahmad, Mr. Mohammad Farooq, Ms. Sonali Arun Gupta, Mr. Atul Gupta, Ms. Kanchan Bala, Mr. Tsering Paldan, Mr. Zubair Hussain Shah and Ms. Ritu Cabinet approves Bills for introduction JAMMU, FEBRUARY 01: The Cabinet which met heretoday under the chairmanship of Chief Minister, Mr. Omar Abdullah considered and approved various bills for introduction in the State Legislature in its ensuring session. The Bills include the Prevention of Corruption (Amendment) Bill, 2014, Kashmir and Jammu University (Amendment) Bill, 2014, J&K Para Medical Council Bill, 2014. It also considered and approved the draft J&K Hindu Marriage Registration Rules, 2013.
