Feel free to copy and adapt... 11-Mar-14 Dear member, I am writing to ask your opposition to HF 2803 and instead support HF 435. Nurse Practitioners have provided safe and effective care for over 30 years to patients. The evidence shows that nurse practitioners are more likely to help diabetic patients achieve improved glycemic control, better control of elevated blood pressure and are more likely to offer health education during office visits. “PAs and NPs also were more apt to counsel on exercise (OR, 3.42 and 1.72, respectively) and losing weight (OR, 2.50 and 1.96) than were physicians.” From medscape/viewarticle/821688?nlid=51264_2703&src=wnl_edit_dail&uac=124607HV See https://ncsbn.org/2010_APRN_TalkingPoints_web.pdffor more evidence. See also“Abstract “Evidence regarding the impact of nurse practitioners (NPs) compared to physicians (MDs) on health care quality, safety, and effectiveness was systematically reviewed. Data from 37 of 27,993 articles published from 1990–2009 were summarized into 11 aggregated outcomes.Outcomes for NPs compared to MDs (or teams without NPs) are comparable or better for all 11 outcomes reviewed. A high level of evidence indicated better serum lipid levels in patients cared for by NPs in primary care settings. A high level of evidence also indicated that patient outcomes on satisfaction with care, health status, functional status, number of emergency department visits and hospitalizations, blood glucose, blood pressure, and mortality are similar for NPs and MDs.” Atmedscape/viewarticle/810692 . The national movement has been to move Nurse Practitioners towards independent practice without physican collaboration. This move has been driven by professional organizations including American Association of Nurse Practitioners, The Institute of Medicine and state legislatures across the country. See The Future of Nursing report at books.nap.edu/openbook.php?record_id=12956&page=337 . At the federal level the Veterans Health Administration is in the process of establishing full independent practice for the Advanced Practice Nursing Community. With the level of national support for independent practice why should Minnesota adopt statutes that actually harm patient access to safe effective health care. See “Allowing nurse practitioners to practice independently in retail clinics starting in 2015 could save $810 million nationwide, researchers write in an article publishedin the November issue of Health Affairs Broadening the scope-of-practice laws for nurse practitioners could achieve savings in the cost of visits to retail clinics, write a team of economists led by Joanne Spetz, PhD, professor of economics at the University of California, San Francisco, and Stephen T. Parente, PhD, MPH, from the Carlson School of Management, University of Minnesota, Minneapolis.” Atmedscape/viewarticle/814430 and content.healthaffairs.org/content/32/11/1977.abstract In summary Advanced Practice Registered Nurses offer safe, cost effective and high quality care. HF 2803 will reduce access to care, increase costs and reduce quality of available care for Minnesotans. Vote NO on HF 2803. Vote yes for HF 435.
